Some customers building fishing vessels in shipyards of the Russian Federation are considering the termination of contracts

Many fishing vessels being built at Russian shipyards under the investment quota program will be delivered to customers with a delay of six months to two years, representatives of shipyards said during a meeting held on June 5 at the Federal Fisheries Agency. This was reported in the press service of the All-Russian Association of Fisheries Enterprises, Entrepreneurs and Exporters (VARPE). Detailed information on the problematic issues of Russian fishing shipbuilding and related proposals will be sent to the government. Representatives of the Ministry of Industry and Trade did not participate in the meeting.

Recall, according to the results of the bidding campaign to consolidate and provide investment quotas in Russian shipyards, by 2022 43 fishing vessels should be built - while two have been built. The construction of 27 fishing vessels, the laying of which took place in 2017 - 2018, occurs with a significant lag behind the schedule. The proposed laying of another 16 fishing vessels in 2021 is unlikely to happen according to plan. Although the fishing enterprises in accordance with contractual obligations clearly fulfill the schedules for financing construction.

Violation of the construction time of fishing vessels occurs due to circumstances beyond the control of investors. According to representatives of shipyards, for all vessels under construction, the delay from the schedule will be from six months to two years. So, for example, four fishing vessels for the Arkhangelsk Trawl Fleet JSC are being built at the Vyborg Shipyard (St. Petersburg), but commissioning on the lead vessel is still delayed due to the coronavirus epidemic. In addition, the shipyard is building three vessels for the FOR Group o Companies: the total lag behind schedules can reach one and a half years.

At the PELLA shipyard (St. Petersburg), the situation is more complicated - two years have already lagged behind the contract terms (in total, the shipyard should build six fishing vessels). At the same time, one of the customers, ZAO Murmansel'd-2, is exploring the possibility of terminating the contract.

NOREBO Group of Companies is building ships at the Severnaya Verf shipyard (St. Petersburg), the first of them was planned to be launched in January 2020, but now it is planned for August 2020. According to the shipyard itself, it will be able to “enter” the schedule in two years. Also, ships are being built at this enterprise for LLC Virma Fishing Company and Globus LLC (Kalinin Collective Farm): for all, the schedule is behind.

The order portfolio of the Russian Fishery Company LLC at the Admiralty Shipyard consists of ten vessels, the delivery of the lead was planned for the spring of 2021, but the lag could be 4-6 months.

Due to the impossibility of the arrival of foreign specialists to conduct sea trials at Yantar (Kaliningrad Oblast), it was not handed over to the investor - the Rybolovetsky collective farm named after V.I. Lenin - a built trawler. 

The meeting participants identified three main reasons for the failure of the construction deadlines. Firstly, the financial condition of the shipyards: often they are forced to “cover” the advance payments for other orders with the construction costs of some ships.

Secondly, the lack of personnel. According to the director of the Department of Civil Shipbuilding, USC Igor Shakalo, a large role was played by the fact that initially all the work was compressed in a very narrow period of time and, in fact, concentrated a large number of vessels on a limited number of shipyards. “I think that these issues should be taken into account in the future and more evenly planned placement of orders,” the representative of USC admitted. 

In addition, due to the pandemic, the shipyards faced a delay in the supply of imported components, and in some cases, refusal to cooperate on previously concluded contacts with foreign subcontractors. In connection with the closure of the international traffic, the deadlines for the execution of technological operations requiring the participation of foreign specialists are disrupted (sea trials, commissioning, etc.).

During the meeting, the WARPE President German Zverev noted that “the Coordination Council to Combat COVID-19, headed by Prime Minister Mikhail V. Mishustin, regularly reviews departments' appeals related to the need to issue visa documents and permits for foreign experts to enter Russia . In different sectors, this happens - decisions are made. I propose to make a coordinated application with a list of specialists who need to move in and forward it from the RSPP to the Chairman of the Government, ”said the head of the WARPE.

According to Petr Savchuk, deputy head of the Federal Agency for Fishery, the agency will analyze the situation and prepare a certificate to the Government. He noted that investors suffer very serious losses in connection with servicing bank guarantees and ensuring construction. In addition, enterprises will incur additional losses, as they will not receive during the quota. He called on shipbuilders to carefully and responsibly approach contract execution.
