UK authorities are moving a step closer on the introduction of remote electronic monitoring (REM) for fishing vessels to ensure the compliance in helping to sustain fish stocks and prevent the overfishing of quotas.
Remote Electronic Monitoring (REM)
The UK Government is considering automatic cameras and sensors, according to reports from The Telegraph today, Sunday 16 July 2023.
The UK-based newspaper says that UK Ministers are expected to unveil measures tomorrow that will form part of the post-Brexit regime for fishing in British waters, following 18 months of talks with industry bodies.
Proposals include fishing vessels having monitoring equipment installed which will enable officials to conduct audits, which will also include EU-registered vessels. A number of boats are currently involved in pilot schemes in British waters, which includes cameras and officials have been examining the use of sensors which detect or measure fishing operations such as the movement of net.
The Department for Environment, Food and Rural Affairs (Defra) wants to make REM mandatory for boats catching certain fish, after a development with volunteer boats, according to The Telegraph report.
Data gathered would include “size and species caught” as well as “bycatches of sea birds, whales or dolphins”, the Department said. The scheme would take into account the view of fishermen at every stage of the process, a Defra source told The Telegraph. A consultation is expected to be launched in relation to the future of REM on fishing boats.
Fisheries Minister, Mark Spencer said:
“Leaving the EU’s common fisheries policy and becoming an independent coastal state have given us a brilliant opportunity to take a new approach.
“This includes being agile as we embrace the latest technology and maximise its potential and the way that works for our fishermen, anglers, scientists, supply chain and regulators and ensures sustainable stocks for decades to come.”
Taking back control of the UK fishing waters was a key selling point of Brexit with Eurosceptics saying that it would boost coastal communities.
UK officials believe that the camera footage and other data from equipment will help to verify information being manually recorded by fishing vessel skippers and logbooks. The data would then be used ascertain whether vessels are fishing in line with their catch allowance, and to help avoid overfishing.
