Shrimp prospecting and distribution of hake

The CFP ordered the prospecting in subarea 5 to be carried out on August 18 and hake was distributed from the administration fund, which until now has mostly fallen into the hands of the Baldino group, whose registered workers are not known. Pollock, hoki and new transfer rates.

In the meeting held last Thursday, the volume of common hake of the Administration Fund that has been granted was announced and in the count it appears that the Baldino group vessels have been the great beneficiaries. The request from CAIPA and CEPA regarding the elimination of the regime of extinction of the quota for hoki was taken into account. On the other hand, it was decided that the prospecting in subarea 5 approved more than 20 days ago will be postponed until August 18, as it is not considered necessary to expand the search area at this time. A note was also received requesting that the permitted percentage of pollock capture be raised, which should be analyzed by INIDEP.

Hake falls into few hands

In Minute 10 of this year, the Federal Fisheries Council approved for the tenth consecutive year the transitory resolution to return the hubbsi hake quota without penalty, created to deal with an extraordinary situation at the time. This year, the boats that since 2012 abandoned this resource as a target species to target shrimp, could not make the total Individual Transferable Quota available to the authority but up to 50%.

The shipowners had a term from June 1 to July 22 to renounce their participation in the quota, in the percentage that they considered that they were not going to exploit it in the current year. In total, some 17,025 tons were made available to the Authority and a figure close to 3,279 tons has already been granted to shipowners who have requested an additional quota. 13,746 tons are still available.

The boats that have required hake are repeated: “San Pascual”; "San Antonio Martyr"; "Sant'Antonino", "Virgen María Inmaculada" and "Marcala". This group of deep-sea fresh fish vessels has received 2,940 tons, almost all of the distributed hake; and they all belong to the Baldimar and Baldino Group.

“The experience obtained during the year 2021 with the return limitation described in the previous recital has demonstrated its effectiveness for the purpose of maintaining and increasing the workforce employed in the processing plants on land, as well as ensuring the continuity of this activity throughout the year”, was indicated in Minutes 10 regarding the benefits of renewing this transitory resolution. It remains to be seen if the quotas granted to these ships were processed by registered workers, since job insecurity has been the hallmark of these companies.

This transitory resolution eliminated in fact the article that regulates the quota extinction regime, which establishes for the hubbsi hake and for all the quotated species that the quota is totally extinguished if it has not been exploited for two years, partially if an percentage less than 90% for two years or three alternating, in proportion to the percentage of quota that its owner has not exploited. Now from CAIPA and CEPA they request that this article be eliminated from the quota regime for hoki, to give it the same treatment as hubbsi hake.

Shrimp prospecting

Prospecting in subarea 5 continues to be postponed,
it has been authorized for more than 20 days but it will only be carried out on August 18, as ordered in the Council minutes. The good yields recorded in the two areas where the fleet is concentrated would have influenced the decision not to rush the start of the new prospecting.



The fleet has a sufficient number of observers to carry it out, but there is no interest on the part of the shipowners to leave the fishing zone,
where they consider that the fleet can continue working. This is between subareas 4 and 8, but especially between subareas 1 and 2 outside the Hake Closed Area.

Some shipowners have been impatient to carry out prospecting in subarea 5
because they consider that yields are decreasing and it is more difficult for them to find the mark. But until next Thursday they will have to continue looking for the shrimp in the authorized sub-areas.

They ask to increase the percentage of kingclip capture

The CAIPA and CEPA business chambers have requested that CFP Resolution No. 9/2018 be modified,
which limits the capture of the species, per fishing trip, to 10 tons per vessel or 3% of the total capture, which turns out less.

"The chambers base the request stating that the criterion adopted in a timely manner was motivated by a certain context and that, in their opinion, it has been modified." In addition, they stated that the measure "is detrimental to the freezer fleet, since it does not take into account the different duration of the tides carried out by the different fleets."

Catch limitations were applied after INIDEP reported that the kingclip specie was at risk of collapse. Based on the measures adopted, the situation improved slightly, but the resource would continue to be in a risk area. The counselors raised the query with INIDEP and it will be necessary to see if the researchers consider, based on the data collected in the last year, that they are in a position to modify this limitation.
