Russia and China Combat Illegal Fishing: Electronic Certificates of Legality for Catches

Russia and China plan to switch to an electronic system for issuing export certificates of origin of aquatic biological resources by the end of 2024. Countries have long collaborated to combat IUU fishing (IUU – illegal, unreported and unregulated). This work is very important for preventing large-scale industrial poaching, since China is the main consumer of Russian fish products, including crab, and Russia is one of the largest fish exporters on the world market as a whole.

During the 32nd session of the Joint Russian-Chinese Commission for Cooperation in the Field of Fisheries, Rosrybolovstvo specialists demonstrated to partners from China the functionality of the system being developed, as well as the process of issuing and verifying electronic certificates. As a result, the parties supported the implementation of the system and formed a working group to transition to an electronic certification system.

The parties also discussed the transition to the Electronic Fishing Journal (EFL) software package for submitting information about catches in the exclusive economic zone of Russia. Currently, Chinese ships submit ship daily reports (SDRs) via e-mail; in the future, fishermen will switch to using ERR in Chinese. The Russian side proposed to identify a vessel to implement the pilot project and begin testing the service.
