Commercial fishing through auctions

The beginning of 2023 was marked for the fishing industry by significant changes in the processing of permits for commercial fishing.

"One of the main goals of the implementation of the experimental project on conducting auctions for the sale of the right to the special use of aquatic biological resources is the transparency of the registration of this right, fair and effective competition of commercial fishermen, the opportunity to join the fishing business for new participants, the exclusion of individuality, the elimination of corruption risks and rational use water bioresources in the country as a whole.

After analyzing the situation in recent years, only "traditional" fishermen could carry out commercial fishing, that is, those who had already been on the market for more than 3 years and reached a catch rate of 75%. If we delve into history, a negative dynamic was observed, in particular, the number of "traditional" fishermen on the market was decreasing every year. So, for example, in 2014 there were 527 commercial fishermen, and already in 2018 - 432. At the same time, the number of applications from "new" fishermen who would like to join this business and carry out fishing in fishery water bodies has increased. At the same time, there was a downward trend in the use of the limits set by the NBO, i.e. budget revenues decreased. Having comprehensively analyzed this situation, in order to change the negative dynamics to a positive one, to "reset" the fishing business, to fulfill European integration obligations, as well as to eliminate the corruption component, it was proposed to hold relevant auctions," said Vitaliy Holovnya, Deputy Minister of Agrarian Policy and Food of Ukraine under during the webinar, which was organized by the Ministry of Agrarian Policy together with the State Fisheries Agency and Prozorro.Prodazhi SE on January 12, 2023.

Commercial fishermen had a practical opportunity to familiarize themselves with the auction procedure in detail and to publicly discuss the specifics of this procedure.

The new procedure for registration of the right to conduct industrial fishing was introduced by the Resolution of the Government of Ukraine dated 12.30.2022 No. 1479, which provides for holding auctions for the sale of the right to special fishing. use of aquatic biological resources through electronic bidding.

"The regulation of industrial fishing at the stage of acquiring the right to catch aquatic biological resources is a significant change in recent years that affected one of the important areas of fishing in Ukraine. Such beginnings in the industry provide a real basis so that industrialists work not "in the shadows", but on the basis of transparent competition. This is the beginning of a reform that must become an evolution in the fishing industry. Both society and the current reality demand changes from us. The fish business needs to be updated and restarted, because fish is a strategic product that is consumed by a significant number of people.We will continue to take all necessary measures to bring the fishing industry to the level of effective activity with full transparency of actions in all stages," said Ihor Klymenok, acting director. Heads of the State Fisheries Agency.

During the webinar, they also separately focused on the procedure for obtaining the permit itself and the documents that precede it.

It was also noted that potential users of aquatic biological resources will have the opportunity to test the submission of their applications through the appropriate simulator on the website of SE "Prozoro.Prodazhi" and get acquainted with the necessary useful tips.

At the same time, the head of the Agency emphasized that auctions will be organized on a priority basis, which will take maximum account of the seasonality of the catches of one or another type of aquatic biological resources and the possibility of industrial fishing in the reservoirs. where there are no restrictions on this type of activity due to the military aggression of the Russian Federation.

"Understanding the start of the industrial season, there will be no delays in the announcement of the auctions," emphasized Ihor Klymenok, who called for following the information published on the websites of the Ministry of Agriculture and the State Fisheries Agency.
