Record Shrimp Captures in National Waters: Olympic Fishing Drives Early Closure Despite Exceeding 104,000 Tonnes

Despite recording a 30% increase in landings compared to 2025 and reaching historic levels in national waters, fleet concentration in Subarea 7 and the lack of quota allocation accelerate declining yields and force new prospections.

The Argentine red shrimp (Pleoticus muelleri) season in national waters faces a critical phase marked by the accelerated dynamics of so-called olympic fishing, a steady decline in operational yields, and a potential early closure of the season. Despite recording catch volumes significantly higher than those of the previous cycle, the massive concentration of the fleet and the rapid depletion of concentrations present a scenario of economic uncertainty for the vessel-owning sector and the fishing labor force.

Catch Statistics and Evolution of Fishing Effort

According to data from the National Secretariat of Agriculture, Livestock and Fisheries, the fishery has accumulated 104,230 tonnes landed in national jurisdiction since operations began in mid-April 2026 (considering operations outside the hake management zone) and following the subsequent opening of the Permanent Hake Juvenile Exclusion Zone (AVPJM) on May 29, 2026. Taking into account global captures across all maritime jurisdictions, the official figure reaches 155,000 tonnes as of August 13, 2026, representing an increase of nearly 30% compared to the same period in the previous season.

The monthly breakdown of landings reflects the development of the season:

Fleet Concentration in Subarea 7 and Yield Decline

Although the enforcement authority maintains Subareas No. 4, 5, 7, 8, 15, and 16 open, the commercial freezer-trawler fleet has focused its effort heavily on Subarea 7 and, to a lesser extent, Subarea 8. In contrast, sectors No. 3, 6, 10, 11, 12, and 14 remain closed, while in the remaining open zones interest is minimal due to resource dispersion or elevated incidental catch rates (bycatch) of Argentine hake (Merluccius hubbsi).

Since late July 2026, operational reports indicate declining yields and wider dispersion of shrimp, a situation compounded by bad weather conditions. This "olympic fishing" dynamic, in which vessels compete relentlessly to rapidly exhaust major concentrations, has raised alarms across the sector. Although size structures remain within acceptable commercial parameters —with a predominance of categories L1, L2, and L3— the gradual withdrawal of shrimp and increasing hake presence routinely trigger premature operational closures.

New Prospections on the Horizon

Given the decline in catches across traditional grounds, the National Directorate of Fishery Coordination and Inspection ordered the start of a survey beginning Monday, August 17, 2026. The prospection will run for four effective fishing days and will involve five vessels per grid:

  1. Subarea No. 9: Bounded between parallels 43°00' and 44°00' South latitude and meridians 60°00' and 61°00' West longitude, within the AVPJM. This sector is being surveyed again following the cancellation of the July 29, 2026 call due to a lack of interested commercial vessels.

  2. Subarea No. 13: Located between parallels 45°00' and 46°00' South latitude and meridians 63°00' and 64°00' West longitude.

Biological Assessment and the Quota Allocation Debate

Specialists and researchers at the National Institute for Fisheries Research and Development (INIDEP), such as Juan de la Garza and Paula Moriondo, pointed out that the rapid depletion of concentrations by fishing effort does not compromise the biological sustainability of the Pleoticus muelleri stock, but severely impacts the fleet's operational viability.

If the resource forces the fleet to shift toward subareas farther south, fuel and logistical costs will escalate. For the fresh-fish fleet, moving away from primary discharge ports such as Mar del Plata drastically reduces profit margins, prompting voluntary vessel layups. Furthermore, shortening the season to barely three months directly harms workers' earnings, which depend heavily on productivity bonuses.

Against this backdrop, biological experts and technical officials —including Otto Wöhler— contend that transitioning toward an Individual Transferable Quota (ITQ) management framework would help regulate fishing effort, curb destructive competition, and provide long-term predictability to the wild-caught shrimp supply chain.
