A New Chapter in Industrial Development: Shandong Generates Green Electricity Above Water and Abundant Shrimp Harvests Below

The Chinese province leads the integration of clean energy and marine aquaculture, transforming over 3,500 kilometers of coastline into a giant green power plant and sustainable food system

In early autumn, the sea breeze sweeps across Bohai Bay in northern Shandong. On the coastal mudflats of Binhai Town, Zhanhua District, Binzhou City, rows of photovoltaic panels stretch out towards the sea, while sunlight filters into the ponds beneath the panels where brine shrimp (Artemia / Penaeus spp.) thrive.

During the hottest days of summer, high water temperatures often threaten the survival of crustaceans. However, the overhead installation of photovoltaic modules acts as an ecological sunshade that stabilizes water temperature, simplifies water quality management, and significantly improves the survival rate of shrimp (Penaeidae).

Fishery-Solar Integration at Tonghui Industrial Park

Binhai Town boasts extensive saline-alkali lands, tidal flats, and high solar radiation. In the past, these areas remained underutilized under a single, low-yield traditional fishery model. In recent years, the solar-fishery complementary project has revitalized these marginal resources, achieving hydropower and solar generation above the water and aquaculture development below.

The Tonghui "Fish-Solar Integration" Modern Industrial Park, covering an area of approximately 7,600 mu (around 506 hectares), houses a photovoltaic array with a total installed capacity of 300 megawatts. The solar panels protect the aquatic environment from excessive sunlight, reducing harmful algae growth and improving farming conditions, while the ambient humidity of the aquaculture area lowers the operating temperature of the modules, optimizing power generation efficiency.

Production Figures and Economic Impact

Liu Kai, deputy director of the Binhai Town Economic Development Office, noted that the project generates nearly 400 million kilowatt-hours of electricity annually, with annual revenue exceeding 160 million yuan. This output saves 120,000 tons of standard coal per year, significantly reducing carbon emissions.

In aquaculture, the yield of brine shrimp remains stable between 80 and 100 jin per mu, reaching an annual output of 700,000 jin (approximately 350,000 kilograms), which is distributed to the Beijing-Tianjin-Hebei market via cold chain logistics systems.

The master plan for the solar-fishery project in Binhai covers a total area of 40,000 mu (approximately 2,667 hectares). Industry leaders such as Tonghui, State Power Investment Corporation, Huaneng, and Xintuo New Energy have initiated coordinated operations, creating a large-scale green industry matrix that also incorporates wind power.

Offshore Wind Farms and Artificial Reefs

From Binzhou to Dongying, and from Yantai to Qingdao, Shandong Province's coastline of over 3,500 kilometers is consolidating into a massive blue power plant.

In Laizhou Bay, north of Changyi City (Weifang), an offshore wind farm equipped with 50 giant wind turbines features a capacity of 300 megawatts. At full capacity, each wind turbine produces 6,000 kilowatt-hours of electricity per hour. Equipped with a 220 kV offshore substation, the complex generates approximately 940 million kilowatt-hours of electricity annually.

Beneath the wind turbines, Changyi City has deployed 6,000 cubic meters of artificial reefs to restore the seabed. Real-time monitoring shows the settlement of shrimp, fish, crabs, and shellfish. Data indicates that fish populations in the reef areas are more than 30% higher than in non-reef areas, with a 45% contribution rate to the restoration of seaweed beds.

Currently, the total installed capacity of wind and photovoltaic power generation in Shandong Province has reached 130.56 million kilowatts, accounting for more than 50% of the province's total installed power capacity.
