IMARPE Takes to the Sea to Assess Anchovy Recovery Under Coastal El Niño

The scientific campaign will analyze the distribution, availability, and biological condition of the resource through July 29. Its findings could prove decisive in determining whether conditions warrant reviewing the suspension of the first fishing season.
The Marine Institute of Peru (IMARPE) has launched a new scientific assessment of the anchovy (Engraulis ringens) at a critical moment for the nation's primary fishery and the global supply of fishmeal and fish oil.
The Bio-Oceanographic Monitoring Paita–Chicama–Chimbote–Huacho 26-07 is taking place between July 16 and July 29 aboard the fishery research vessel IMARPE V. Its objective is to observe how the marine ecosystem and the anchovy stock are responding to the progression of Coastal El Niño 2026–2027.

Researchers will carry out oceanographic, biological, and hydroacoustic measurements, alongside plankton sampling and direct sea verifications. This work will examine water temperature, salinity, oxygen, productivity, and the composition of water masses, as well as the distribution, availability, and biological condition of the resource.
The campaign does not mean that the anchovy has already recovered, nor does it guarantee the reopening of the fishery. IMARPE has not yet published its results, and any modification to current restrictions must be backed by the evidence gathered during this monitoring.
A Season Cut Short by Warming

For the first season of 2026 in the North-Center region, PRODUCE had set a Total Allowable Catch Limit (TAC) of 1,914,049 metric tons. Harvesting began in April, but operations quickly encountered a high presence of juveniles and oceanographic conditions that altered the customary distribution of the schools.
As of April 22, cumulative landings reached 381,181 metric tons, accounting for 19.9% of the quota. Over the following weeks, authorities implemented partial and temporary closures to protect juvenile concentrations.
Ultimately, on June 11, PRODUCE suspended the extraction of anchovy and white anchovy destined for indirect human consumption across the entire area extending from the northern limit of Peru's maritime domain to 16° South latitude.
The decision was made after IMARPE warned of persistent and intensifying warm conditions, stock vulnerability, and disruptions to the availability and distribution of the anchovy.
The suspension remains in force with no automatic end date. Regulations permit a full, partial, or progressive lifting through a resolution from the Vice-Ministry of Fisheries and Aquaculture, provided there is a scientific recommendation to support such action.

What IMARPE Aims to Determine
A primary objective is to determine whether the biomass remains concentrated near the coast or at greater depths—a behavior that can heighten its vulnerability to the fleet and complicate selective harvesting without impacting juveniles.
Scientists must also evaluate size structure, reproductive status, school density, and their relationship with available water masses. Confirming the presence of anchovy is not enough: a potential reopening also requires that the resource can be harvested without compromising recruitment and stock renewal.
This analysis takes on greater significance following ENFEN's decision to maintain the Coastal El Niño Alert status. Its communiqué issued on July 17 estimates that the event is likely to continue through April 2027, pointing to a strong magnitude as the most probable scenario, while acknowledging a notable degree of uncertainty.

Impact Beyond Peru
The prolonged suspension constrains the raw material supply for Peruvian fishmeal and fish oil plants. Peru accounts for a fundamental portion of global marine ingredient production; thus, a curtailed season can ripple through the availability and pricing of inputs used in feeds for salmon, shrimp, marine fish, and other aquaculture species.
Consequently, the results of this monitoring will send a signal to the entire international supply chain. An improvement in biological conditions could pave the way for a controlled reopening. Conversely, if warming, coastal concentration, and high juvenile presence persist, the most likely scenario will be to maintain restrictions to safeguard the stock for future seasons.
For now, both possibilities remain open. The first conclusive evidence will emerge once IMARPE completes its sea campaign and processes the collected field data.
