Peru completely suspends jumbo flying squid fishery after consuming over 96% of the annual quota

The Ministry of Production of Peru (PRODUCE) suspended, as of 00:00 hours on July 22, the extraction of jumbo flying squid or pota (Dosidicus gigas) carried out by artisanal fishing vessels with a hold capacity of less than 10 m³.

The measure, ordered through Directoral Resolution No. 00093-2026-PRODUCE/DGSFS-PA, completes the closure of the fishery for the Peruvian artisanal fleet. Vessels between 10 and 32.6 m³ were already prohibited from continuing extractive activities since July 18, in accordance with a previous resolution by the same agency.

The phased closure responds to the rapid pace of landings relative to the authorized annual limit. As of July 16, PRODUCE registered a cumulative catch of 568,652.17 tonnes, equivalent to 96.51% of the Total Allowable Catch Limit of 589,230 tonnes established for 2026.

That, in accordance with Legislative Decree No. 1047, Law of Organization and Functions of the Ministry of Production, and the Organization and Functions Regulations of the Ministry of Production, approved by Supreme Decree No. 002-2017-PRODUCE, amended by Supreme Decree No. 009-2017-PRODUCE;

IT IS HEREBY RESOLVED:

Article 1.- TO SUSPEND extractive activities for the jumbo flying squid or pota (Dosidicus gigas) resource carried out by artisanal fishing vessels with a hold capacity of less than 10 m³, starting from 00:00 hours on July 22, 2026.

Article 2.- For the purposes of this Directoral Resolution, owners of artisanal fishing vessels with a hold capacity of less than 10 m³ dedicated to the extraction of the jumbo flying squid or pota (Dosidicus gigas) resource that hold a departure authorization dated prior to the entry into force of the suspension of extractive activities referred to in the preceding article, shall conclude their fishing operations, which includes unloading, by 23:59 hours on July 25, 2026.

On that basis, the theoretical remaining balance was approximately 20,578 tonnes. However, this figure does not necessarily represent a volume still available for new operations, because authorities must incorporate catches made by vessels that had set sail prior to the entry into force of the suspensions and whose landings could occur subsequently.

Two fleet segments, one same closure

According to the latest official progress statement, vessels under 10 m³ had landed 92,210.85 tonnes, representing 93.70% of the 98,411-tonne limit assigned to that segment for the period starting March 27.

Meanwhile, units with a capacity equal to or greater than 10 m³ accumulated 293,284.81 tonnes, equivalent to 95.33% of the 307,662.5-tonne balance set for that group.

The quantities corresponding to both segments do not alone constitute the annual total, because the record of 568,652 tonnes also includes catches made during earlier stages of the 2026 management regime.

The annual limit had been increased by PRODUCE at the beginning of July, rising to 589,230 tonnes, following successive modifications applied as the season progressed alongside scientific evaluations by the Marine Institute of Peru (IMARPE). Despite the increase, the new margin was rapidly absorbed by the activity of the artisanal fleet.

Impact on the export chain

The suspension halts the catch of the primary Peruvian fishery species destined for direct human consumption. Jumbo flying squid supplies an extensive network of freezing and processing plants, particularly in the northern part of the country, and is traded internationally in presentations such as tubes, tentacles, rings, fillets, daruma, and pre-cooked products.

The closure may now shift pressure from extraction to inventories, industrial supply, and raw material prices. It also forces processing and exporting companies to calculate how much product remains available to fulfill contracts during the suspension.

The duration of the closure is not fixed in advance in the directoral resolutions. Any potential resumption or expansion of the quota would require a new decision by PRODUCE, supported by scientific information regarding the status and availability of the resource.

The final catch figure has not yet been published. That datum must incorporate authorized landings made after the closure and will allow determination of whether the annual quota was fully reached or if an administrative balance remained.

閉鎖の期間は局長決議においてあらかじめ定められていません。再開や割当量の再増枠が行われる場合、資源の状況と利用可能性に関する科学的情報に基づいたPRODUCEの新たな決定が必要となります。

最終的な漁獲実績の数値もまだ公表されていません。そのデータには閉鎖後に許可された水揚げ量を組み入れる必要があり、年間割当量が完全に消費されたのか、あるいは行政上の残高が残ったのかが確定することになります。
