South Korea intensifies fight against seafood origin fraud

Government to inspect around 10,000 restaurants and retail outlets, focusing on species at high risk of fraudulent labeling
SEOL — South Korea has launched a special campaign to combat origin fraud in seafood products, strengthening inspections on restaurants, markets, and establishments located in the country's main tourist areas.
The inspection, coordinated by the Ministry of Oceans and Fisheries, will take place between July 20 and July 31 and will reach approximately 10,000 establishments. The operation will count on the participation of the National Agricultural Product Quality Management Service, the Coast Guard, and local governments.

Authorities will concentrate actions on restaurants and businesses close to beaches, recreational facilities, tourist destinations, and highway service areas, where the demand for seafood increases during the summer holidays.
The program will pay special attention to heavily consumed seasonal products, such as freshwater eel (Anguilla japonica) and loach (Misgurnus anguillicaudatus). Species that frequently appear in labeling violations will also be monitored, including live red seabream (Pagrus major), common octopus (Octopus vulgaris), webfoot octopus (Octopus ocellatus), Japanese seabass (Lateolabrax japonicus), and frozen squid (Todarodes pacificus).

One hundred cases of false identification in six months
The decision responds to the results of controls carried out during the first half of 2026. According to the Ministry, authorities detected 100 cases of false indication of origin affecting 46 product categories. Five groups concentrated 36 of those violations, around 36% of the total.
These data show that origin fraud remains a significant problem in the South Korean seafood commercial chain. The substitution of the declared origin can affect competition between domestic suppliers and importers, alter the commercial value of the product, and limit the consumer's ability to make informed decisions.

Inspections will be carried out by specialized officials and honorary civilian monitors. Authorities may organize joint teams when the nature or dimension of a potential violation requires the intervention of multiple agencies.
South Korean legislation provides for penalties of up to seven years in prison or fines of up to 100 million won (US$ 74,000) for those who falsify the origin of products. The absence of mandatory identification can be sanctioned with administrative fines of up to 10 million won (US$ 7,400).
The Ministry noted that the campaign seeks to create a commercial environment in which consumers can purchase seafood products with greater confidence during the holiday season.
The initiative also reinforces pressure on restaurants, distributors, and importers to properly document the traceability of their products, especially in categories marketed live, frozen, or after some degree of processing, where visual verification of origin is more difficult.
