Argentine Shrimp Overproduction Threatens Global Price Stability and Ignites Labor Tensions

The current Argentine shrimp (Pleoticus muelleri) fishing season in national waters is recording an unusually accelerated catch rate by the freezer fleet. This situation has sounded alarms in the fishing sector due to the imminent possibility of a collapse in international prices caused by oversupply, reversing the commercial management strategy that companies had agreed upon months ago.

The Abandonment of Commercial Self-Regulation

At the end of last year, the main actors of the freezer fleet drafted an informal code of best practices titled "Fishing less so as not to disappear". That roadmap sought to avoid the mistakes of previous seasons, which were characterized by elevated operating costs and a collapse of international prices.

Historical data support the effectiveness of that restrictive strategy: during the previous period, the containment of supply caused the average price per exported ton of shrimp to increase by 20.3%, rising from the 5,517 dollars recorded in 2024 to 6,639 dollars per ton. Although the volume exported to key markets such as Spain decreased from 45,950 tons to 29,152 tons, companies obtained higher profitability per extracted kilogram, while reducing machinery wear and logistical expenses.

However, in this 2026 campaign, that policy of moderation has been discarded. Damián Santos, CEO of Grupo San Isidro and an industry leader, pointed out in radio statements that the current system of openings by sub-areas has increased the fishing capacity of vessels to excessive levels. The executive warned that prioritizing catch volume over the commercial timing of the business will cause the year to close with excessive inventory and prices below production costs.

Record Figures in the Current Season

In the first 45 to 50 days since the start of operations in national waters, the freezer fleet has already declared landings totaling 44,733 tons (nearly 45,000 tons as of the July 14 cutoff). This figure represents an increase of more than 10% compared to the records of the 2023 and 2024 production cycles, where 41,500 and 48,368 tons were reported by the same date, respectively.

The increase in processing speed also responds to an operational change on board: companies have raised the production of frozen shrimp tails to 50%, a format that requires less sorting and packing time compared to whole shrimp. If the current projection is maintained during the remaining two months of the season, total catches could vastly exceed the 80,000 and 90,000 tons recorded in previous years, breaking the 100,000 tons barrier.

This projected oversupply weakens the commercial stance of exporting firms. According to sectoral analysis, although in previous markets a kilogram of the L1 category (large whole shrimp) was commercialized at 7.5 dollars with a volume of 48,000 tons landed, it is unlikely that international buyers will validate those values if the final supply doubles. Furthermore, this scenario introduces uncertainty regarding the future allocation process of individual transferable quotas in the fishery.

Approaching Labor Conflicts

In parallel with the commercial issue, the urgency of companies to mitigate the future drop in prices has begun to spill over into the area of labor costs. The Council of Argentine Fishing Companies (CEPA) implemented changes in the calculation of the semi-annual bonus (mid-year bonus) for crews.

Instead of calculating this benefit based on the specific collective bargaining agreement of the activity, the firms applied the general criteria of the Navigation Law, taking as reference the average of the semester and not the month of highest income, which coincided with the peak of catches in June.

This restrictive measure has already generated friction with union organizations. Pablo Trueba, representative of the Maritime Union of Fishermen (SIMAPE), expressed the workers' rejection of the contractual modifications and warned that they will not yield in the negotiations for the renewal of the collective agreement, whose expiration is scheduled for the end of this year. As an immediate consequence of the union unrest, vessels such as the Xeitosiño and María Alejandra have begun operating under a work-to-rule modality, threatening to paralyze discharges at the docks and further slow down the supply chain in the short term.
