In A Guarda, demands rise for fish value to reach fishermen: 'We are selling swordfish cheaper than 25 years ago'

The twelfth edition of the International Fisheries Conference on Large Migratory Species gathers producers, cooperatives, and major groups in A Guarda to analyze the profitability crisis in seafood marketing.

A Guarda -  The manager of ORPAGU, Juana Parada, closed this Friday in A Guarda the twelfth edition of the International Fisheries Conference on Large Migratory Species with a complaint and a data point. The complaint: regulations governing the food supply chain prohibit selling below production costs; however, swordfish (Xiphias gladius) is currently being sold below operational costs.

“There is a lot of literature and paper can handle anything, but reality is different,” Parada warned, before demanding that the sector move from words to decisions: “If we kill the cow, there will be no milk… or we will have to look for it outside.” The positive data point: the market absorbs the more than 20,000 tons of swordfish landed each year by the Spanish longline fleet, according to figures from the last fiscal year. Demand exists; what needs to be corrected is the distribution of value.

Parada summarized the common denominator of all the experiences presented during the conference, which this year focused on commercialization: brand, quality, and differentiation so that origin and well-done work translate into price. “We do things well, but we have to prove it,” she stated regarding sustainability and certifications. She also gave a name to the concern that crossed all panels, the generational renewal, aggravated in a fleet whose workplaces are at the antipodes, in international waters.

“We are small, but cautious,” she summarized, before dismissing the twelfth edition with the phrase that best defines the organization: “As always, we will continue adapting to changes.”

Previously, the president of ORPAGU, Joaquín Cadilla Castro, had opened the conference alongside the mayor of A Guarda, Roberto Álvarez Carrero, with a blunt diagnosis. A skipper since 1979, when he went to sea at the age of 21, Cadilla summarized the problem in a single data point: when the euro arrived, he sold fish at one thousand pesetas, six euros, and this week he sold it at 5.5 euros per kilo. A quarter of a century with the first-sale price frozen while diesel, provisions, and the rest of the costs skyrocketed. A longliner operating in the Pacific, he explained using the example of his own family business, sets sail with 800,000 or 900,000 euros in the negative and only starts to make a profit, with luck, during the last part of the fishing trip.

“It is happening that full boats are losing money. And it is not a story. It is unsustainable,” Cadilla warned.

Cadilla asked the commercial chain to become aware that without production there is nothing to sell and concluded by looking at the young people who continue to bet on longlining: bridge and engine graduates who could earn much more in other sectors and choose to continue the heritage of their parents and grandparents. “That makes us proud and obligates us,” he summarized.

The consumption paradox: higher expenditure but lower volume

The data brought by the Ministry of Agriculture, Fisheries and Food backed up this diagnosis. Patricia Pertejo Alonso, Head of the Consumption Analysis Area of the Subdirectorate General for the Promotion of Spanish Food, presented the preliminary data from the food consumption panel, which portray a paradox: Spanish households spend more on seafood, but eat less. In the twelve months ending in November 2025, per capita expenditure rose by 1.9 percent, to 204.9 euros per person, while consumption fell by 1.8 percent, to 17,8 kilos, driven by an average price that became 3.8 percent more expensive, reaching 11.51 euros per kilo. In the last decade, only cooked shellfish has managed to grow: in the rest of the categories, less fish is bought today than in 2016.

Pertejo focused on the profile of the swordfish consumer, the reference species for the longline fleet: high and upper-middle-income households, without children, with purchasing managers over 50 years old, and in large cities. Therefore, it became clear that the future challenge lies in young households and those with small children, where the species barely enters. The presentation also reviewed the International Plan for Spanish Gastronomy, which bets on gastronomic tourism as a driver of profitability for the primary sector, and the future National Agrifood Data System.

She also left a data point that frames the debate of the conference: supermarkets already concentrate 62.9 percent of fish sales in Spain, traditional fishmongers 20.6 percent, and hypermarkets 12.6 percent, while the rest of the channels combined, including e-commerce and direct purchase from the producer, do not reach 4 percent. That is the ground the sector wants to win.

Experiences from commercial practice

In the round tables, commercialization was recounted from practice. The first was dedicated to success formulas in vertical integration and brought together Ruy Andrade Pereira (Pereira-Portomar Group), Laia Ortiz Radua (Balfegó Group), and Alejandro Castro Ferreño (Profand Group), three groups that control the entire chain, from vessel to plate, with traceability and brand as selling arguments.

The second focused on direct commercialization from the producing sector itself, with the experiences of Eduardo Míguez López (Puerto Celeiro, OPP77), Cristina Mañas Mañas (OPP de Palamós), José Luis Monteagudo Doval (Asmecruz), María José Casais Boo (Cooperativa Santa Eugenia de Ribeira, OPP83), and Luis Santos Martínez (Cooperativa Ría de Arousa): different formulas, from the fish auction to the processing workshop and online sales, with the same underlying idea, eliminating intermediaries so that the margin remains with those who produce.

The conference, which is co-funded by the Ministry of Agriculture, Fisheries and Food (MAPA) and the European Maritime, Fisheries and Aquaculture Fund (EMFAF), within the 2026 production and marketing plan of OPP49, closed with a tasting of Orpagu products.
