China Launches Support Measures for Distant-Water Fishing Fleet

The People's Government of Dinghai District in Zhoushan promotes a comprehensive plan for modernization, international standardization, and subsidies for ocean-going fisheries

The People's Government of Dinghai District, Zhoushan City, has promulgated a policy support and subsidy plan specifically designed to accelerate the transformation, modernization, and international standardization of its distant-water fishing fleet.

This new regulatory framework aims to consolidate a modern, sustainable, and highly competitive fisheries industrial system for sector professionals. The total budget allocated for the direct execution of these subsidies is capped at 15,000,000 yuan (approximately US$ 2,212,308).

Modernization and Fleet Adaptation

The plan focuses a significant portion of its incentives on raising the standards of Chinese vessels to meet the requirements of the most demanding international markets:

• International Standardization and European Union (EU) Registration: To facilitate access to global markets, an additional subsidy of 50,000 yuan (approximately US$ 7,374) per vessel will be granted to deep-sea fishing vessels that complete sanitary renovations and obtain certification from intergovernmental international organizations.

  

• Acquisition of Vessels and Foreign Quotas: Distant-water fishing enterprises purchasing vessels with quotas from outside the province or overseas will receive a subsidy equal to 5% of the purchase price approved by the Ministry of Agriculture and Rural Affairs, up to a maximum of 300,000 yuan (approximately US$ 44,246) per vessel.

  

• Incorporation of Innovative Technologies: A subsidy covering 50% of the initial investment, up to a maximum of 200,000 yuan (approximately US$ 29,497), will be granted to enterprises applying corresponding new technologies, equipment, and facilities on their vessels for the first time within the district.

Value Chain Development and Seafood Processing

Government policy targets not only the harvest phase but also the land-based processing of seafood (fish and shellfish) and the enhancement of the cold chain:

• Deep Processing Lines for Distant-Water Catches: A subsidy of 30% of the investment amount will be provided for the installation of new deep-processing production lines for ocean-caught products, capped at 500,000 yuan (approximately US$ 73,744).

• Squid (Teuthida) Processing: Processing plants that increase their annual squid processing capacity by 1,000 tons will receive a reward of 50,000 yuan (approximately US$ 7,374), up to an accumulative limit of 300,000 yuan (approximately US$ 44,246) per enterprise.

• The "Single Fish" Strategy: The government will prioritize the allocation of land resources and financial support to projects focusing on high-value-added research, including marine biomedicine, health products, and the recycling of fisheries by-products.

• Onshore European Certification: Cold chain transportation, warehousing, and logistics enterprises that newly obtain EU sanitary registration within the year will receive a one-time payment of 50,000 yuan (approximately US$ 7,374).

High-Seas Safety and Port Optimization

A notable aspect of the announcement lies in the professionalization of high-risk tasks and the promotion of discharge volumes at home ports:

• Incentives for Professional Divers: A subsidy of 100,000 yuan (approximately US$ 14,749) will be awarded to fishing enterprises for each qualified professional diver employed on distant-water vessels operating in high seas grounds for a continuous period exceeding 6 months.

• Port Volume Expansion: Based on the total unloading volume registered in 2025, terminal enterprises will receive an incentive of 200,000 yuan (approximately US$ 29,497) for every incremental 10,000 tons discharged. The maximum subsidy is set at 1,000,000 yuan (approximately US$ 147,487) per individual terminal and a total of 2,000,000 yuan (approximately US$ 294,974) for the port complex as a whole.

The program rewards operational excellence and promotes the transition toward digital marketing channels:

• Support for Leading Enterprises: District organizations that achieve the status of "leading enterprise" will receive bonuses of 50,000 yuan (approximately US$ 7,374) (municipal level), 100,000 yuan (approximately US$ 14,749) (provincial level), and 200,000 yuan (approximately US$ 29,497) (national level). Those recognized as specialized "little giants" will receive up to 300,000 yuan (approximately US$ 44,246).

• Support for Technological Innovation: Enterprises newly designated as national high-tech enterprises or innovative provincial-level SMEs will receive an award of 50,000 yuan (approximately US$ 7,374).

• Seafood E-Commerce: To develop dedicated e-commerce logistics parks, incentive brackets linked to online retail sales growth are established as follows:

  • Sales increase of 5,000,000 to 10,000,000 yuan (approx. US$ 737,436 to US$ 1,474,872): Award up to 50,000 yuan (approx. US$ 7,374).

  • Sales increase of 10,000,000 to 50,000,000 yuan (approx. US$ 1,474,872 to US$ 7,374,359): Award up to 100,000 yuan (approx. US$ 14,749).

  • Sales increase of 50,000,000 to 100,000,000 yuan (approx. US$ 7,374,359 to US$ 14,748,719): Award up to 200,000 yuan (approx. US$ 29,497).

  • Sales increase of 100,000,000 to 500,000,000 yuan (approx. US$ 14,748,719 to US$ 73,743,594): Award up to 500,000 yuan (approx. US$ 73,744).

  • Sales increase of 500,000,000 yuan or more (approx. US$ 73,743,594 or more): Award up to 1,000,000 yuan (approx. US$ 147,487).

  • Total e-commerce subsidies shall not exceed 3,000,000 yuan (approximately US$ 442,462).

• Industrial Park Development: To promote value-chain clustering, enterprises renting factories for 5 years or more will receive a subsidy of 50% of the annual rent in the first year and 30% in the second and third years. Those purchasing factories will receive a one-time subsidy of 200 yuan (approximately US$ 29) per square meter.

• Sustainability and Wastewater Management: Seafood enterprises installing and operating wastewater pretreatment facilities that meet ecological standards to connect to the public grid will receive a subsidy of 10% of the investment cost, capped at 200,000 yuan (approximately US$ 29,497) per plant.

• International Compliance Capability: The top ten distant-water fishing enterprises in the national annual performance evaluation will receive an incentive of 100,000 yuan (approximately US$ 14,749) each, while those in the top twenty will receive 50,000 yuan (approximately US$ 7,374) each.

Applications for these funds will be coordinated by the District Ocean Economic Development Bureau, in collaboration with the Finance Bureau and the Ecology and Environment Bureau, ensuring strict audit control over public resources allocated to Zhoushan's distant-water fisheries.
