The seafood industry in Sabah is facing an opportunity for structural transformation. The Government of Malaysia has expressed its firm commitment to consolidating the tuna industry in the eastern region through the development of a comprehensive fisheries port in Kebagu, Sepanggar. The project is currently awaiting the state government of Sabah to formally submit the detailed technical proposal to initiate the corresponding feasibility studies.

The Deputy Minister of Agriculture and Food Security of Malaysia, Datuk Chan Foong Hin, highlighted the geopolitical and maritime value of the region during a meeting with local fishing communities. The federation identifies Sabah as a critical enclave for the landing and processing of hydrobiological resources, leveraging its advantageous geographical position on Western Pacific routes.

While the federal territory of Labuan possesses a consolidated industrial ecosystem for the fisheries sector, tuna landings in Sabah are fragments and concentrated in Semporna and Kota Kinabalu. The initiative in Sepanggar seeks to rectify this fragmentation and provide the region with large-scale infrastructure.

A multipurpose logistics hub

Although initial debates linked this project exclusively to tuna landings, Datuk Chan Foong Hin clarified that the contemplated operational dimensions project a multifunctional approach due to the seasonal nature of the tuna resource.

"When we talk about this port, it may not be exclusively for tuna. We have to assess its overall viability because tuna is seasonal and has specific operational requirements. We are looking at developing a fisheries hub that can support a wider range of fishing activities."

The preliminary financing scheme proposes a model of intergovernmental public cooperation: the state government of Sabah will assume responsibility for providing and regulating the land in Kebagu, while the federal government of Malaysia will handle financing for the construction and technological development of the docks. Once the proposal is submitted by the state authorities, the Malaysian Fisheries Development Authority (LKIM) will proceed with physical verification of the site and the rigorous execution of socio-economic and environmental impact analyses.

Sustainability and social support for artisanal fishermen

The technical announcement was made within the framework of the Rahmah Mesra Madani social programme in Tanjung Aru, an institutional space where LKIM channeled direct resources aimed at mitigating the cost of living for maritime workers and boosting productivity in the lowest-income fishing segment.

During the event, the presentation of a symbolic cheque to the Kota Kinabalu Area Fishermen's Association (PNK) for direct subsidies was officialised. Furthermore, technological equipment valued at approximately RM58,000 (equivalent to US$13,200) was distributed under the B40 Fishermen Productivity Enhancement Programme, directly benefiting 50 selected fishermen. The assistance package included housing access programmes, basic food baskets, contingency insurance for natural disasters, and bereavement assistance.

Faced with international volatility in the energy sector and fiscal pressures on fuels, the deputy minister ratified that the artisanal and industrial sector will remain shielded through targeted subsidy policies. Sabah maintains a guaranteed monthly allocation of 10 million litres of subsidised diesel. Duly registered fishermen in the official registry will continue to access fuel at a preferential rate of RM1.65 per litre (approximately US$0.38 per litre). Datuk Chan Foong Hin emphasised that delivery volumes will continue to be strictly audited under criteria that cross-reference vessel category and historical catch landing records, ensuring that the fiscal benefit reaches genuine producers exclusively and neutralising any smuggling attempts or illicit use on the coasts of Malaysia.
