Aquaculture agreement will boost Bay of Plenty industry with $35 million marine space

The pact finalized at Hūria Marae grants 5,000 hectares for marine farming to 12 Te Moana-a-Toi iwi, complemented by a $12.5 million government investment in the Ōpōtiki marina to drive exports.

A historic aquaculture settlement between the Crown and Te Moana-a-Toi iwi organizations was celebrated today at Hūria Marae in Tauranga. This strategic agreement, signed under the Māori Commercial Aquaculture Claims Settlement Act 2004, will inject unprecedented momentum into the Bay of Plenty regional economy. The official ceremony was attended by Oceans and Fisheries Minister Shane Jones, who ratified the government's commitment to delivering on Crown settlement obligations and ensuring iwi take a leading role in the resulting workforce development and economic growth.

The legal resolution of this regional agreement delivers a robust package of commercial assets representing 5,000 hectares of new authorized aquaculture space. This vast marine area has an estimated asset value of $35 million, supplemented by a $1 million Crown cash contribution dedicated exclusively to assisting iwi with the technical processes of securing resource consents.

In a complementary development, the New Zealand Government announced a parallel economic injection of $12.5 million through the Regional Infrastructure Fund (RIF) for the construction and expansion of the Ōpōtiki Marina. This key infrastructure project, which includes the creation of basins, wharves, boat ramps, and service platforms, will require matching co-funding of another $12.5 million from project partners and will generate up to 87 jobs during its construction phase. The new infrastructure will guarantee year-round safe berthing for commercial vessels and optimize logistics for harvesting the region's seafood.

 

Bay of Plenty mussel farms

The Bay of Plenty is home to New Zealand's open ocean mussel farming, a strategic industry identified as having the potential to reach an annual revenue of $200 million by 2035. The consolidation of this productive space will not only boost New Zealand's export dollars but will also secure stable jobs that strengthen local communities.

Oceans and Fisheries Minister Shane Jones stated during the ceremony:

"This important milestone delivers on the Crown’s settlement obligations, supports aquaculture development in the region, and ensures iwi take a leading role in the resulting workforce development and economic growth. The Bay of Plenty has the potential to grow its position as an important contributor to the success of our aquaculture sector."

Shane Jones further detailed the social impact of the initiative:

"Achieving this will have major benefits for the Bay of Plenty, generating export dollars and stable jobs that strengthen local communities. I understand iwi in the region are planning to work collectively to develop the new aquaculture space, which will provide significant economic benefits to the region as a whole. I thank and acknowledge Te Moana-a-Toi iwi for their leadership throughout the settlement process. We are celebrating, not just the agreement we have reached, but also the prosperity and opportunity that aquaculture growth will provide to the Bay of Plenty."

Meanwhile, Te Rūnanga o Ngāti Ranginui Chairman Charlie Rahiri expressed collective relief, noting that the long-term benefits of this negotiation will extend to the social stability of all coastal residents across the Te Moana-a-Toi region. Additionally, historical leaders such as Whakatōhea kaumātua Robert Edwards recalled that this milestone represents the realization of visions mapped out more than 15 years ago, emphasizing the critical importance of respecting environmental sustainability and tikanga (traditional customs) to protect the resource for future generations.

This joint effort directly aligns with the Aquaculture Development Plan launched by the Government last year. This state policy targets a macroeconomic goal of increasing New Zealand's total aquaculture revenue to $3 billion per year by 2035, driven largely by coastal policy reforms that streamline concessions to Māori aquaculturists within their recognized territorial spaces.
