U.S. Maintains Stable Squid Harvest Strategy as Scientific Uncertainty Continues
UNITED STATES
Monday, July 13, 2026, 00:10 (GMT + 9)
NOAA keeps catch specifications unchanged for Illex and Longfin squid through 2026 while extending the same management approach into 2027-2028, reinforcing a precautionary strategy rather than expanding production.
The United States has chosen continuity rather than expansion for its Atlantic squid fisheries. Following the publication of NOAA Fisheries' final 2026 specifications, the management measures for both Illex squid (Illex illecebrosus) and Longfin squid (Doryteuthis pealeii) will remain essentially unchanged from the previous season, extending the current harvest strategy into the projected 2027-2028 period.

Although the announcement may appear routine, the accompanying technical documentation reveals a more significant message: the U.S. management system continues to prioritize stability in the absence of stronger scientific evidence supporting higher harvest levels.
The numbers tell the story
According to NOAA's final specifications, the Acceptable Biological Catch (ABC) for Illex squid remains at 40,000 metric tons, while the Initial Optimum Yield (IOY) and the Domestic Annual Harvest (DAH/DAP) remain unchanged at 38,631 metric tons.
A similar approach was adopted for Longfin squid, where the ABC remains at 23,400 metric tons, with an IOY and DAH/DAP of 22,893.7 metric tons, exactly matching the previous year's specifications.

Rather than introducing new catch opportunities, NOAA has chosen to preserve the existing management framework.
A noteworthy detail hidden in the technical tables
One of the most interesting aspects of the decision is not found in the press release itself but in the accompanying technical tables.
For both squid fisheries, the Overfishing Limit (OFL) continues to be listed as "Unknown."
For fisheries professionals, this is an important scientific indicator rather than a simple absence of information.

Unlike many longer-lived fish species, squid populations fluctuate rapidly due to environmental variability, recruitment success and natural mortality. These biological characteristics make it difficult to establish traditional long-term biological reference points, requiring managers to rely on alternative scientific approaches when setting harvest levels.
The result is a management system that favors stability until stronger scientific evidence becomes available.
Stability should not be interpreted as complacency
Maintaining catch specifications unchanged does not mean the resource is static.
Instead, it reflects the inherent uncertainty associated with managing short-lived cephalopod species whose abundance can change considerably from one season to another.

This precautionary approach is increasingly evident across several major squid fisheries worldwide, where scientists and fisheries managers continue investing in improved stock assessments rather than simply increasing allowable catches.
Part of a broader international trend
NOAA's decision also coincides with ongoing scientific work within the South Pacific Regional Fisheries Management Organisation (SPRFMO) to improve the assessment of jumbo flying squid (Dosidicus gigas), one of the world's largest squid resources.
Although the Atlantic and Pacific fisheries involve different species and management systems, both illustrate the same global tendency:

For seafood companies, processors, traders and investors, regulatory stability may be just as important as production growth, providing greater predictability for supply planning and long-term commercial decisions.
FISI Editorial Perspective
From a global market perspective, NOAA's announcement should not be interpreted as a signal of increased squid availability.
Instead, it confirms that one of the world's most important fisheries management authorities continues to favor predictability over expansion while scientific uncertainties remain.
For the international squid industry, that may be the most important message contained in this week's regulatory update.

FIS(SeafoodMediaGroup)

FIS (SeafoodMediaGroup)
