Two important Brazilian states impose fiscal and sanitary restrictions on Vietnamese tilapia

The measures seek to curb the economic and biological impact of Asian imports on the national market.

The aquaculture sector in Brazil achieved two results this week considered strategic by producers within the framework of the debate over the entry of imported tilapia (Oreochromis niloticus) fillets from Vietnam. The measures, adopted by the governments of two important states in the country, introduce strict regulations combining tax adjustments and rigorous biosecurity controls, increasing pressure on the entry of these seafood products into the Brazilian market.

By the end of 2025, the first large shipment of Vietnamese tilapia was imported by the JBS Group. This shipment was part of a set of 32 containers totaling approximately 700 tons of fish.

The Brazilian Aquaculture Association (Peixe BR) welcomed both decisions, calling them a fundamental step forward. According to the trade organization, establishing rigorous sanitary criteria and implementing mechanisms that promote greater tax balance are indispensable tools to preserve the competitiveness of domestic production against the commercial asymmetries of the foreign product.

Fiscal shielding and sanitary controls in key regions

In the first of these states, the government announced the upcoming publication of a decree that will mandate the collection of the State Sales Tax (ICMS) specifically on imported tilapia fillets. This sector-led initiative seeks to directly correct existing tax distortions, balancing competitive conditions in the region's main consumption centers.

Meanwhile, the Agricultural Defense and Inspection Agency of the second state involved published an official ordinance suspending the commercialization of aquaculture products that could pose biological risks to the local fauna. This regulation, specifically targeting batches derived from Vietnamese tilapia imports, aims to strengthen epidemiological barriers and protect the integrity of the area's fish farms.

An expanding trend in the Brazilian market

Discontent over the volume of imports coming from Southeast Asia has begun to gain traction across other regional administrations. According to reports from Peixe BR, the governments of key districts such as Mato Grosso and Bahia are already analyzing the technical and legal feasibility of implementing similar initiatives designed to protect the local fish farming value chain.

The sector association concluded by stating that it will maintain permanent monitoring over the development of these institutional discussions, aiming to continue coordinating actions alongside public bodies to ensure a transparent, balanced, and secure competitive framework for all tilapia producers in the nation.
