Frozen Salmon Market Faces Liquidity Crisis as Importers Hold High-Cost Inventory Amid Waning Consumer Demand

The Frozen Salmon market is currently experiencing a period of unprecedented stagnation. While price listings at FIS have remained unchanged for some time, industry experts warn that these figures do not reflect a functioning market. In reality, there is virtually no buying or selling taking place, leaving the industry in a state of suspended animation.

The Inventory Deadlock

A significant disconnect has emerged between supply costs and buyer capabilities. Importers are currently holding inventory with a cost basis of approximately 1,200 yen/kg. Because selling at current demand levels would result in catastrophic financial losses, these importers are refusing to lower prices. Conversely, the market has not yet corrected to a level that Japanese buyers find affordable, resulting in a total "buy-sell" stalemate.

Retail Dynamics and Shifting Consumption

The lack of movement is largely driven by a shift in the retail landscape. While large supermarkets have seen a decline in total consumption, their revenue-based performance metrics tell a different story.

  • Revenue vs. Volume: Because unit prices have risen, supermarkets are seeing year-on-year growth in revenue even as the volume of salmon sold drops. Consequently, there is little incentive for retailers to lower prices to stimulate volume.

  • Price Wars: Fierce competition in the delivery sector has kept consumer price ceilings low, making it impossible for retailers to absorb further wholesale increases.

  • Product Shifts: Traditional salted salmon is losing shelf space. As a highly processed product, its price point has become uncompetitive. Consumers are increasingly opting for plain-cut salmon fillets, which are cheaper and more versatile.

The Rise of Trim-C and Chilean Processing

Amidst the broader market freeze, Trim-C remains the only product with an established market price and consistent movement. Currently trading at 1,650–1,700 yen/kg, Trim-C is being bolstered by steady demand from the foodservice sector.

The production landscape is also shifting geographically. Last year, Chile began processing salted salmon at a volume of 5,000–7,000 MT. This figure is expected to expand several times over this year. Currently, the market price for Chilean salted salmon is hovering around 1,200 yen/kg.

The Future of H/G Procurement

The outlook for traditional H/G (Headed and Gutted) salmon processed in Japan is grim. To remain competitive against imports, the H/G price would need to drop below 900 yen/kg. Given that importers are stuck with stock at the 1,200 yen/kg mark, they are effectively holding unsold inventory with no clear exit strategy.

Industry analysts predict that traditional H/G procurement will continue to shrink annually. Moving forward, Trim-C and Chilean-produced salted salmon are expected to become the dominant mainstream products in the Japanese market. Until this transition stabilizes, the prices displayed at FIS serve as placeholders for a market that is, for all intents and purposes, currently non-existent.
