Historic Nicosia Summit Sets 2027 Roadmap to Combat Overfishing and Climate Threats

NICOSIA  — In a decisive move to protect the future of the world's most overfished sea, the European Union and its Mediterranean neighbors officially committed today to a sweeping new environmental pact. During a high-level Ministerial Conference co-organized by the European Commission and the Republic of Cyprus , delegates agreed to adopt the successor to the MedFish4Ever Declaration in 2027 , establishing a ten-year blueprint for marine recovery and sustainable aquaculture.

Success Amidst the Struggle

Since the original framework was established in 2017 , the region has seen significant, albeit uneven, progress. Data shows that 50% of Mediterranean fish stocks have begun to recover where science-based management is strictly enforced.

A primary success story highlighted during the summit was the Adriatic Sea , where demersal stocks—including hake —have reached Maximum Sustainable Yield for the first time in modern history. These gains have been bolstered by the creation of fisheries-restricted areas and the implementation of selective gear designed to accident reduceal bycatch.

The Looming Crisis

Despite these victories, the "blue economy" faces an uphill battle. The conference underscored several critical challenges:

  • Overfishing: More than 50% of assessed stocks are still fished beyond biological limits.

  • Economic Strain: Small-scale fishing communities are grappling with financial hardship, while a lack of "generational renewal" sees young people turning away from the profession.

  • Climate Change: Rising sea temperatures and the invasion of non-indigenous species are fundamentally altering the ecosystem.

  • Illegal Activity: Unregulated fishing and fleet overcapacity continue to undermine the sector.

Five Pillars for 2027

The Nicosia assembly identified five strategic priorities that will form the backbone of the next decade of action:

  1. Science-Led Recovery: Expanding protected zones and management plans while partnering with fishers in research.

  2. Robust Governance: Aggressive crackdowns on illegal fishing and reducing fleet overcapacity.

  3. A Fair Transition: Targeted support for small-scale fishers and a focus on gender equality.

  4. Climate Adaptation: Adapting management strategies and turning the threat of non-indigenous species into opportunities.

  5. Unified Solidarity: Collective action anchored in a modernized General Fisheries Commission for the Mediterranean (GFCM) .

Regional Perspectives

The commitment builds on a vision first signed in March 2017 by 16 Mediterranean countries and the European Commission . While the maritime sector contributes significantly to the global economy—supported by EU maritime funds totaling billions of US$ —the focus in Nicosia was on ensuring the Mediterranean remains a viable source of food and employment.

As noted during the proceedings, the original 2017 pact set a ten-year vision, and today's gathering was essential to "take stock of progress and gather political guidance for the next declaration." Leaders concluded that while a decade of progress has been made, "the urgency to act persists," and the new agreement will "set an ambitious course for the next decade of action on Mediterranean fisheries and aquaculture."

Mediterranean countries pledge to develop a ten-year rescue plan for marine life.

Nicosia's historic summit sets out a 2027 roadmap to address overfishing and climate threats.

Nicosia, Cyprus — To protect the future of the world’s most overfished ocean, the European Union and its Mediterranean neighbors formally pledged today to adopt a broad new environmental convention. At a high-level ministerial meeting co-hosted by the European Commission and the Republic of Cyprus , delegates agreed to adopt a follow-up program to the MedFish4Ever declaration in 2027 , outlining a blueprint for action for the next decade of marine restoration and sustainable aquaculture.

Success in adversity

Since the initial framework was established in 2017 , significant but uneven progress has been made in the region. Data indicates that in areas where science-based management programs are strictly implemented, 50% of Mediterranean fish populations have begun to recover.

A key success story highlighted at the summit was the Adriatic Sea , where bottom-dwelling fish populations, including cod , have reached their highest sustainable yields in modern history for the first time . These achievements are attributed to the establishment of fisheries restricted zones and the use of selective fishing gear designed to reduce accidental bycatch.

Hidden Crisis

Despite these victories, the "blue economy" still faces a tough battle. The meeting highlighted several key challenges:

  • Overfishing: More than 50% of the assessed populations remain overfished beyond their biological limits.

  • Economic pressures: Small fishing communities are facing economic hardship, and young people are leaving the industry due to a lack of generational renewal.

  • Climate change: Rising ocean temperatures and the invasion of non-native species are fundamentally altering ecosystems.

  • Illegal activities: Illegal fishing and fleet overcapacity continue to undermine the industry.

The five pillars for 2027

The Nicosia conference identified five strategic priorities that will form the core of action for the next decade:

  1. Science-led restoration: expanding protected areas and management programs, and establishing partnerships with fishermen in research.

  2. Strong governance: Crack down on illegal fishing and reduce fleet overcapacity.

  3. Fair transition: Providing targeted support for small fishermen and focusing on gender equality.

  4. Climate adaptation: Adjusting management strategies to turn threats from non-native species into opportunities.

  5. Unity and solidarity: taking collective action based on the modern General Fisheries Committee for the Mediterranean (GFCM).

Regional Outlook

This commitment builds on a vision first signed in March 2017 by 16 Mediterranean countries and the European Commission . While the maritime sector makes a significant contribution to the global economy with support from the multi-billion dollar EU maritime fund, the Nicosia meeting focused on ensuring the Mediterranean remains a reliable source of food and employment.

As noted during the meeting, the initial 2017 agreement set a ten-year vision, and today's meeting is crucial for "assessing progress and gathering political guidance for the next declaration." Leaders concluded that despite a decade of progress, "the urgency to take action remains ," and the new agreement will "set an ambitious roadmap for the next decade of action in Mediterranean fisheries and aquaculture."
