Shrimp Fishery Opens in National Waters Following INIDEP’s Technical Approval

The unanimous decision enables activity outside the protected area, amid union tensions and early fleet movements.

With technical backing from INIDEP, the Federal Fisheries Council (CFP) unanimously approved the opening of the shrimp fishery (Pleoticus muelleri) starting Wednesday, April 15, allowing operations outside the Permanent Closed Area for Juvenile Hake (AVPJM).

The decision was based on Note No. 31/26 issued by the scientific body in response to the CFP’s inquiry regarding the feasibility of launching the season in national waters. In that document, the institute stated that “according to the current status of the resource, no biological impediments have been identified to authorize fishing activity outside the AVPJM as of April 15 of the current year.”

The report also highlighted the positive impact of previously implemented conservation measures: “the protection of the reproductive process implemented since early October 2025 contributed to reducing fishing mortality during that period, favoring its normal development.”

Encouraging indicators for the resource

In its assessment, INIDEP emphasized that the recent summer survey showed “positive signs in the resource population, reinforcing the feasibility of the proposed opening.” These findings were key for the CFP’s decision to move forward with the immediate authorization.

The resolution establishes that fishing is permitted from the specified date in national jurisdiction waters, excluding the protected area, and instructs that the decision be communicated to both the Enforcement Authority and INIDEP.

Early fleet movements

Even before the official confirmation, some companies in the sector had already begun positioning their vessels. The company Conarpesa took the lead by dispatching its fleet toward the fishing grounds 48 hours prior to the announcement.

The vessels departed from the ports of Puerto Madryn and Rosales, and are expected to begin operations at first light this Thursday. In this initial phase, the company deployed eight vessels equipped with beam trawl nets.

Meanwhile, the company Pescargen also moved early, sending the vessel Mar Sur on Monday, while Argenova was preparing to add seven vessels to the activity in the coming days.

Unresolved labor conflict

The opening of the fishery coincides with another breakdown in labor negotiations. On the same day as the announcement, talks between the union SOMU and the industry chambers CEPA, CAPIP, and CAPECA once again failed.

The parties agreed to resume discussions on Friday, April 17, in another virtual meeting, although differences persist. The seafarers’ union maintains its refusal to sign the agreement for now, reportedly waiting for the representatives of captains and naval engineers—who are close to reaching their own deal—to sign first.

In this context, the formal reopening of the fishery is expected to increase internal pressure on the union. From various regions across the country, workers are urging SOMU leadership to resolve wage negotiations in order to avoid economic losses like those experienced in 2025, when the lack of agreements led to missed fishing trips.
