The Ministry of Economic Development has three times expanded the list of backbone enterprises. The list, first compiled in 2008 and included at the beginning of the year almost two hundred companies, which accounted for 70% of national income and 20% of the labor market, now includes more than 600 legal entities, KONKURENT.RU reports.
The new list includes airlines ("Russia", "Siberia", Utair, etc.), as well as several airports (for example, Domodedovo and Pulkovo), which suffer losses due to the closure of borders and cancellation of flights, which are forced to cut wages.
The list included many agro-industrial complexes, food producers, as well as food chains (Vkusvill, Auchan, Atak, etc.).
For the first time, companies of systemic importance were recognized as sellers of non-food products (Sportmaster, IKEA, Leroy Merlin East, M. Video), as well as McDonald's and Burger Rus fast-food restaurant chains (legal entity at Burger King in Russia).
The Russian Fishery Co. is working on a strong modernization plan for its fishing fleet.
Dozens of FSUEs and construction companies, including road companies: Avtoban, Mostotrest, etc., also became strategic.
The government will keep an eye on the coastal enterprises. So, the list now includes PJSC "Nakhodkinskaya BAMR", controlled by the ex-governor of Primorye Sergey Darkin. Dmitry Alekseyev and seven other companies were also called strategic: Dmitry Vostochny Shipyard JSC, Livadia Repair and Construction Plant LLC, Russian Fishery Company LLC, SSK Zvezda LLC, Primorskugol LLC, PJSC Nakhodka Shipyard and PJSC AAK Progress.
Currently, the Ministry of Economy should coordinate with the Ministry of Industry and Trade and the Ministry of Energy the procedure for monitoring the financial and economic condition of backbone enterprises, it follows from the published government. As Prime Minister Mikhail Mishustin previously explained, monitoring the status of such organizations is “important in order to take into account the risks for each industry and respond to them in a timely manner.”
Russian Salmon is considered a strategic company due to its location and its business model.
Three departments will have to ensure that such monitoring is carried out: on the basis of the data received, the Ministry of Economy will send to the government a consolidated report on the financial and economic state of system-forming measures. In addition, inclusion in the list increases the chances of companies to receive state support. Among its instruments is the provision of state guarantees for the restructuring of previously attracted loans.
For the seafood sector in addition to the company Russian Fishery Company LLC the companies PJSC "Nakhodka Active Marine Fishery Base" and PJSC "Russian Salmon" also appear on the list.
