Coastal Nations Unite to Protect Indian Ocean Livelihoods from Illegal Fishing

Regional conference in Zanzibar strengthens cross-border cooperation to combat IUU fishing and safeguard the blue economy

ZANZIBAR — Countries in the South Western Indian Ocean region have agreed to intensify joint efforts to combat illegal, unreported and unregulated (IUU) fishing, in a renewed push to safeguard marine resources and advance the blue economy for the benefit of both citizens and governments.

The commitment was sealed at the close of a three-day regional conference held in Zanzibar, where policymakers, marine experts and civil society representatives convened to develop collective strategies to curb illegal fishing activities threatening the sustainability of the Indian Ocean.

Speaking during the closing session on behalf of the Permanent Secretary of Zanzibar’s Ministry of Blue Economy and Fisheries, the Ministry’s liaison officer, Dr Salim Mohamed Hamza, emphasized that marine resources transcend national borders and require unified stewardship.

“The ocean is shared. Fishermen cross borders, and so do fishing activities. That is why the solution to illegal fishing must also be regional,” said Dr Salim Mohamed Hamza.

He noted that participating countries reached a consensus that stronger regional cooperation — particularly among East African states — offers the most effective response to IUU fishing, given the transboundary nature of maritime operations.

According to Dr Hamza, maritime management authorities across the region must enhance coordination to ensure enforcement measures are inclusive, synchronized and impactful. He stressed that fragmented approaches undermine the collective ability to protect fisheries and coastal livelihoods.

The conference also underscored the importance of knowledge-sharing among nations with differing governance systems and regulatory frameworks. Participants agreed that exchanging expertise, data and best practices would strengthen institutional capacity and improve surveillance and enforcement mechanisms.

The renewed regional commitment marks a significant step toward protecting marine ecosystems, sustaining fisheries-dependent communities and ensuring that the Indian Ocean’s resources continue to support economic growth across the region.

「海は共有されています。漁師は国境を越え、漁業活動も同様です。だからこそ、違法漁業への解決策も地域的でなければなりません」とDr Salim Mohamed Hamzaは述べた。

同氏は、参加国がIUU漁業に対する最も効果的な対応策は、海洋活動の越境的性質を踏まえた、特に東アフリカ諸国間でのより強固な地域協力であるとの認識で一致したと述べた。

Dr Hamzaによれば、地域全体の海事管理当局は、取締措置が包括的で、調整され、効果的なものとなるよう、連携を強化しなければならない。断片的な対応は、漁業と沿岸の生計を守るための集団的能力を損なうと強調した。

会議ではまた、統治制度や規制枠組みが異なる国々の間での知識共有の重要性も強調された。参加者は、専門知識、データ、ベストプラクティスの交換が、制度的能力を強化し、監視および執行メカニズムを改善するとの認識で一致した。

今回の地域的な新たなコミットメントは、海洋生態系を保護し、漁業に依存するコミュニティを支え、インド洋の資源が地域全体の経済成長を引き続き支えることを確実にするための重要な一歩となる。

在闭幕式上,代表桑给巴尔蓝色经济与渔业部常务秘书发言的该部联络官Dr Salim Mohamed Hamza强调,海洋资源跨越国界,需要统一管理。

“海洋是共享的。渔民跨越边界,捕捞活动亦是如此。因此,解决非法捕捞问题的方案也必须是区域性的,”Dr Salim Mohamed Hamza表示。

他指出,与会国家一致认为,鉴于海上活动的跨界性质,加强区域合作——尤其是在东非国家之间——是应对IUU捕捞最有效的方式。

根据Dr Hamza的说法,区域内海事管理机构必须加强协调,确保执法措施具有包容性、协同性和有效性。他强调,零散的做法会削弱保护渔业和沿海生计的集体能力。

会议还强调了在治理体系和监管框架各异的国家之间开展知识共享的重要性。与会者一致认为,交流专业知识、数据和最佳实践将有助于提升机构能力,改善监测和执法机制。

此次 renewed regional commitment 标志着在保护海洋生态系统、维持依赖渔业的社区生计以及确保印度洋资源持续支持区域经济增长方面迈出了重要一步。
