National Assembly approves new Aquaculture and Fisheries Law

The Organic Law for the Development of Aquaculture and Fisheries, approved unanimously on Tuesday by 109 votes of the legislators of the National Assembly and considered as a national historical landmark, will allow to promote and develop the rational use of hydrobiological resources.
The new law creates the National Aquaculture and Fisheries System, which involves public and private entities, natural and legal persons, responsible for the coordination, cooperation, supervision and monitoring of public policies and the rules necessary to administer policies for the aquaculture and fisheries sectors.

It will consist of the governing body in aquaculture and fisheries; Consultative Council of Aquaculture and Fisheries; Public Institute of Aquaculture and Fisheries Research; National Environmental Authority; National Defense Authority through the Ecuadorian Navy; National Port and Water Transportation Authority; and, the Decentralized Autonomous Governments in the scope of their powers.
The new law also creates the National Fund for Aquaculture and Fisheries Research, to finance research, science, technology and innovation plans, programs and projects related to these activities.
The governing body will provide the Public Research Institute of Aquaculture and Fisheries with access to the positioning of the vessels with the objective of establishing fishing areas for the artisanal and industrial fleets in the different fisheries in the country, after signing confidentiality agreements.
In the field of control, it institutes the Administration of the Monitoring Center for the tracking, positioning, identification and location of fishing vessels, for which it will coordinate with the governing body of the national defense, responsible for the ship tracking system.
The Law passed is aimed at achieving the sustainability of national fisheries and aquaculture resources, through actions to prevent, discourage and eliminate illegal, unreported and unregulated fishing.
The Law will now be submitted to the Executive for final approval.
