Marine heatwave hits South Korean aquaculture with massive flounder mortalities

Elevated water temperatures in Wando and Jeju cause the loss of tens of thousands of fish, while producers demand emergency equipment, increased cold water supply, and structural reforms to aquaculture disaster insurance.

SEOUL. The persistent marine heatwave affecting the coast of South Korea has begun to cause severe damage to the national aquaculture sector. Farming facilities in Wando, within Jeonnam Province, as well as on Jeju Island, have reported massive mortalities of olive flounder (Paralichthys olivaceus), raising concerns over the supply of fresh seafood and applying strong pressure on authorities to expand aid and modify the aquaculture insurance system.

In the locality of Wando, one of the most affected farms recorded the loss of more than 30,000 flounder from an approximate inventory of 70,000 fish, representing a mortality rate exceeding 40%. Thermal measurements in the area confirmed that sea water temperatures reached between 27 °C and 28 °C, critical levels for the survival of this species.

Meanwhile, on Jeju Island, six facilities located in Daejeong district officially reported the death of 32,995 fish. The average sea surface temperature in the region stood at 27.5 °C, reaching a peak of 29.3 °C in the area of Jeju Port. In response to this emergency, local producers have urgently requested the drilling of brackish water wells, the expansion of intake pipes, massive supplies of liquid oxygen, and increased financial support to cover aquaculture disaster insurance premiums.

Faced with the severity of the situation, the Ministry of Oceans and Fisheries raised the national high-temperature alert to Serious I on July 30. This action triggered the immediate deployment of a national emergency response framework and technical protocols including early harvesting, stocking density reductions, and the field assignment of technical response teams.

Industry analysts warn that the consequences of this event will extend throughout the second half of the year. Because olive flounder (Paralichthys olivaceus) requires approximately one year of cultivation to reach commercial market size, current losses cannot be replenished quickly. This scenario points to reduced availability of fresh seafood in wholesale markets and upward pressure on retail prices.

Furthermore, the crisis has exposed regulatory flaws in financial protection mechanisms. Producer associations argue that the current insurance design penalizes policyholders who claim compensation by imposing excessive surcharge increases on subsequent policy terms. This structure disincentivizes insurance coverage against recurring extreme climate events.

In the short term, operational sector opportunities focus on oxygenation technologies, deep-water intake systems, and real-time thermal monitoring networks, while state institutions work to consolidate official mortality metrics, price impact assessments, and compensation packages for Wando and Jeju.
