OROP-PS Approves Peruvian Proposal Integrating the Artisanal Jig Fleet into the Regional Register and Strengthening Traceability

Measure adopted at the 14th Commission Meeting in Panama City extends exception for artisanal vessels until 2028 and reinforces the fight against illegal fishing

During the 14th Meeting of the Commission of the South Pacific Regional Fisheries Management Organisation (SPRFMO), held in Panama City, the Peru delegation, led by Vice Minister of Fisheries and Aquaculture Jesús Barrientos Ruiz, secured the approval of proposal COMM14-Prop9 (Vessel Register), an initiative aimed at ensuring the continued inclusion of the artisanal jig fleet within the regional fisheries management system.

Adopted on the second day of sessions, the decision extends until March 6, 2028 the exception allowing artisanal vessels of up to 15 meters in length to register in the OROP-PS Vessel Register without holding a number from the International Maritime Organization (IMO).

The proposal also establishes an open list of communication systems that may be homologated to the INMARSAT standard, including technologies such as VSAT, TESACOM, and STARLINK, among others, in accordance with the actual technical conditions of the artisanal fleet.

Currently, the OROP-PS Vessel Register includes 771 vessels. With this measure, a significant increase in the participation of the Peruvian fleet within the Convention Area is expected, strengthening traceability, monitoring, and control mechanisms, as well as the fight against illegal, unreported, and unregulated (INDNR) fishing.

“The approval of this proposal prevents the exclusion of our artisanal fleet from the regional register and demonstrates that it is possible to strengthen traceability through a gradual and realistic approach that recognizes the capacities of developing countries,” said Jesús Barrientos Ruiz, in his capacity as head of the Peruvian delegation.

With the adoption of COMM14-Prop9, Peru consolidates its leadership in multilateral fisheries governance forums, promoting decisions that combine technical rigor, environmental responsibility, and social inclusion.

“Peru participates in a constructive and open manner, convinced that consensus and international cooperation are essential to guarantee the sustainability of South Pacific resources and to protect the livelihoods of our fishing communities,” the Vice Minister added.

The measure strengthens high seas fisheries management, promotes the formalization of the artisanal fleet, and reaffirms the commitment of the Peruvian State to the sustainable management of hydrobiological resources, for the benefit of present and future generations.

南太平洋地域漁業管理機関(OROP-PS)第14回委員会会合パナマ市で開催される中、ペルー代表団(団長:漁業・養殖副大臣ヘスス・バリエントス・ルイス)は、**COMM14-Prop9(船舶登録)**提案の承認を達成した。本提案は、職人型イカ釣り漁船団の地域的漁業管理制度への継続的な参加と包摂を確保することを目的としている。

会合2日目に採択された本決定は、全長15メートルまでの職人漁船が国際海事機関(OMI)番号を保有せずともOROP-PS船舶登録簿に登録できる例外措置を2028年3月6日まで延長するものである。

COMM14-Prop9の採択により、ペルーは多国間の漁業ガバナンスの場におけるリーダーシップを強化し、技術的厳格性、環境責任、社会的包摂を兼ね備えた決定を推進している。

「ペルーは建設的かつ対話に開かれた姿勢で参加しており、南太平洋資源の持続可能性を確保し、我が国の漁業コミュニティの生計を守るためには、合意と国際協力が不可欠であると確信している」と副大臣は付け加えた。

本措置は公海における漁業管理を強化し、職人漁船団の正式化を促進するとともに、現在および将来世代の利益のために水産資源の持続可能な管理に対するペルー国家のコミットメントを再確認するものである。
