PRODUCE Reactivates Giant Squid Fishery with Additional Quota of Over 82 Thousand Tonnes

The Government of Peru expanded the total catch limit for 2026 to 709,659 tonnes following scientific findings from the Giant Squid Operation V

The Ministry of the Production (PRODUCE) has ordered the reactivation of the jumbo flying squid (Dosidicus gigas) fishery, one of the country's main artisanal fisheries, following the results of scientific research conducted by the Marine Institute of Peru (IMARPE) within the framework of the Giant Squid Operation V. The measure forms part of the Fisheries and Aquaculture Reactivation Plan promoted by the Government to restore productive activity and safeguard the income of thousands of families linked to this fishery.

Through Ministerial Resolution No. 00304-2026-PRODUCE, the Total Allowable Catch Limit (LMCTP) for the year 2026 was expanded to 709,659 tonnes, of which 82,321 tonnes will be available for extraction between August 30 and December 31. The decision is grounded in IMARPE’s scientific evaluation, which determined the availability of additional specimens for sustainable harvesting.

"The restart of this fishery responds to scientific evidence and a clear commitment by the Government to our fishermen. We are reactivating a fundamental activity for thousands of families, but we are doing so under rules that allow for the responsible utilization of the resource while guaranteeing its sustainability," stated the Minister of the Production, Juan Carlos Requejo.

Distributed Quota to Structure Activity

The additional quota will be distributed according to the hold capacity of the vessels across two periods. Vessels under 10 m³ were allocated 19,757 tonnes, while vessels between 10 and 32.6 m³ will have 62,564 tonnes available.

During the first period, running from August 30 to September 30, an extraction of 9,878 tonnes will be permitted for vessels under 10 m³ and 31,282 tonnes for those between 10 and 32.6 m³. For the second period, from October 1 to December 31, 9,879 tonnes and 31,282 tonnes will be allocated, respectively. The unharvested volume from the first period may be accumulated for the subsequent stage.

Furthermore, PRODUCE established specific measures to prevent an excessive concentration of fishing effort:

  • Vessels under 10 m³: maximum catch limit per trip of 6 tonnes plus a tolerance of 0.5 tonnes.

  • Vessels between 10 and 20 m³: maximum catch limit per trip of 9 tonnes plus a tolerance of 1 tonne.

  • Vessels over 20 and up to 32.6 m³: maximum catch limit per trip of 15 tonnes plus a tolerance of 1.5 tonnes.

In addition, a maximum number of departures per period has been set.

"We want to avoid a race to catch the largest possible amount of the resource in the shortest time. For this reason, we have established an orderly quota distribution, trip limits, and departure controls. Reactivation must generate employment and income, but without placing the sustainability of the resource at risk or saturating processing and storage capacity," noted the head of PRODUCE.

Control, Inspection, and Sustainability

The measures also include a strict monitoring and inspection system. PRODUCE will continuously monitor extraction progress and may suspend activities when the authorized quota is reached or estimated to be reached, as well as upon scientific recommendations from IMARPE due to biological, fishery, or environmental factors.

The regulation also establishes traceability mechanisms from departure to seafood processing, including landing registrations, control of transport in registered isothermal vehicles, supervision at processing plants, and surveillance at authorized landing sites.

With this decision, the Government aims to progressively restore dynamism to a fishery of immense economic and social importance for Peru, ensuring that activity recovery is accompanied by management, inspection, and science-based management.

Finally, as part of the commitments to reactivate artisanal fishing, the installation of a technical committee will soon be formalized to ensure the participation of representatives and actors from the seafood supply chain across the entire coastline, establishing a work plan to prioritize actions for its development.

管理、監視および持続可能性
