Paraguay captures fishing resources from Patagonia for its subsequent global export. The lack of domestic competitiveness and the veto of key laws accelerate the loss of added value and Argentine labor.

The Republic of Paraguay, driven by the growth of its beef and grain exports, and its preeminence in the transport of raw materials and products through the Paraná-Paraguay waterway, has consolidated a structural change. Based on the processing of Argentine shrimp for its subsequent export, the neighboring country has transformed itself, in practice, into a State with a maritime coastline in the Southwestern Atlantic, regardless of its role in Mercosur. Faced with the question of whether it still needs to do business with the Falkland Islands, the answer is negative: it does that too.

Argentina, since the times of the Viceroyalty and following its independence in 1816, was clear about the strategic importance of the Río de la Plata and fluvial commerce. No one would have imagined that two hundred years later Paraguay would assume a leading role in the commercialization of Argentine regional products and, even less so, in the industrialization of fishing in the South Atlantic. There is nothing to reproach Paraguay for; the situation responds to the deficient policies of the Argentine Government.

A historical review of regional sovereignty

Between 1825 and 1828, Argentina disputed control of the Banda Oriental with Brazil. In line with a policy of invasion and business control previously manifested in 1806 and 1807, the United Kingdom intervened to prevent either of the two local powers from controlling the Río de la Plata. By pressuring both contenders, it promoted the independence of Uruguay as a "buffer State", which was consolidated with the signing of the Preliminary Peace Convention on August 27, 1828, and the subsequent Uruguayan Constitution of 1830.

Years later, on November 20, 1845, the Battle of Vuelta de Obligado took place, a milestone to which the commemoration of National Sovereignty Day is assigned. On that occasion, the government of Juan Manuel de Rosas, through General Lucio Norberto Mansilla, attempted to halt the advance of an Anglo-French fleet that sought to monopolize trade with the towns of the interior rivers of the Argentine Confederation.

Subsequently, on November 12, 1864, the War of the Triple Alliance (or Great War) began, one of the bloodiest conflicts in Latin America. After more than five years of clashes, Paraguay lost 40 % of the territory it claimed, was left heavily indebted, and suffered a tragic demographic loss. In 1991, with the signing of the Treaty of Asunción and the creation of Mercosur, the neighboring country began a path aimed at the commercial dominance of the Paraná-Paraguay axis, recently advancing into the exploitation of Argentine resources in the South Atlantic. Technically, its commercial policies today compete with those of global actors such as China, Spain, the United States, and the United Kingdom in capturing Argentine natural resources.

Commercial evolution and pending issues in the merchant navy

Fifty years ago, in 1976, Argentina was the most important exporter in the region for beef, grains, and fish, with figures far superior to those of Paraguay. The country recorded a production of 25 million tons of grains, while Paraguay scarcely exported some 240,000 tons. In the red meat sector, Argentina exported about 8,000 tons, compared to irrelevant records on the Paraguayan side. In 2026, although Argentina remains ahead with an estimated 870,000 tons, Paraguay ranks within the global top 10 of beef exporters with 450,000 tons, while its foreign sales of grains reach 10 million tons.

A large part of these figures is linked to the use of the Paraguayan flag for product exports. With the goal of leveling the tax conditions between both countries, two draft laws were prepared alongside Fabián Lugarini for the then-Senator Fernando "Pino" Solanas: the Merchant and Fluvial Navy Law (Law 27,419) and the Naval Fishing Industry Law (Law 27,418). Despite having been unanimously approved by the Senate of the Nation to promote the Argentine naval industry and fluvial sovereignty, President Mauricio Macri vetoed the central articles that resolved the underlying problem.

On the other hand, intervening in the jurisdiction of the coastal provinces, the national State called for a tender to concession the administration (dredging, maintenance, and signaling) of the Paraná-Paraguay waterway for 25 renewable years, a route through which 85 % of Argentine exports depart. This measure weakens fluvial sovereignty and fluvial-maritime integration, turning Montevideo into a mandatory passage for the transit of local production, in a scheme that evokes the British decisions of 1828.

The phenomenon of "Maritime Paraguay" and fishing reprocessing

Added to this scenario is the phenomenon of "Maritime Paraguay" through the Paraguayan-Spanish export of Argentine wild shrimp (Pleoticus muelleri). In 2025, Argentina exported approximately 120,000 tons of this species at an estimated value of 7,250 dollars per ton. Currently, a domestic company exports frozen shrimp without added value to Paraguay. In the neighboring country, the valorization process takes place (peeling, deveining, production of tails, and packaging) for its subsequent re-export to markets traditionally supplied by Argentina, such as the United States, the European Union, China, and Japan. In this way, local labor and the consumption of packaging inputs are transferred abroad.

The importing plant, built in the locality of Hohenau (Paraguay) —a few kilometers from the Paraná River and the city of Posadas— with an investment of between 20 and 30 million dollars, projects generating about 400 jobs under the name of South Atlantic Company SA. The firm is composed of the Spanish companies Pamape SL and the Worldwide Fishing Company Group (WOFCO). This latter holding company reportedly owns 42 % of the share package of Conarpesa, a company of Spanish capital established for fifty years in Chubut and a leader in shrimp exports in Argentina.

WOFCO promotes its operations in local specialized magazines, defining themselves as "leaders in Argentine wild shrimp". According to industry sources, the group also operates in the Falkland Islands through joint ventures with local partners via the company Polar Seafish Limited, which captures loligo squid under licenses issued by the British government of the islands. When commercializing this species in the European market, the generic label of product captured in the FAO 41 region under the name of "Patagonian Squid" is used, which alters the traceability and real origin of the resource for consumers. If these links are confirmed, the aforementioned companies would be infringing articles 7, 9, 23, and 27 bis of the Federal Fishing Law (Law 24,922), as well as the First Transitory Provision of the National Constitution. Furthermore, WOFCO operates as a multinational with partners in Spain, Ecuador, Vietnam, and China, having used plants in Chinese territory for the reprocessing of Argentine shrimp through its founding partner Kunming Yang.

Key factors behind commercial triangulation

There are three central arguments that explain why a company based in Argentina, with capture authorizations in national waters, transfers the resource to Paraguay for processing, despite the distance of 2,318 kilometers separating Puerto Madryn (Chubut) from Hohenau (Itapúa), which represents an estimated journey of 30 hours by truck:

Lack of suitability in the administration of public resources: Fishing resources (fish, crustaceans, and mollusks) belong to the domain of the national or provincial State, unlike private livestock production. When granting exploitation concessions, the Government must ensure the attainment of maximum added value for each species captured, avoiding the export of raw materials that transfers employment and inputs to third countries.

Macroeconomic asymmetries and operational costs: The State must guarantee stable macroeconomic conditions and competitive internal costs so that fishing concessions are sustainable within national territory. The lack of competitiveness fosters unemployment and uprooting in the port cities of Patagonia, a strategically vulnerable region. Companies that transfer their production to Paraguay take advantage of the benefits of the "maquila regime": zero import tariffs, operational costs 35 % lower, labor burdens reduced by 17 %, competitive energy costs (40 USD per MWh), VAT of 10 %, and a single tax rate of 1 % on re-export, remaining exempt from withholding taxes.

Fiscal control and traceability: It is necessary for competent bodies to investigate whether these commercial triangulation processes conceal under-invoicing maneuvers in the original exports from Argentina. Furthermore, the regional bloc has yet to precisely define the rules of origin and traceability for this type of industrialized products under special regimes.

As the popular proverb goes: "The fault lies not with the pig, but with the one who feeds it." A maxim applicable to the Paraguayan strategy of expanding its industrial development and employment by using natural resources yielded by the deficiencies of Argentine economic policy.
