Distribution of jack mackerel and bonito fishing quota guarantees equitable access for more than 1,700 vessels

Regulation adjusts departure order by vessel size and type of fishing gear to avoid quota saturation and allow the majority of fishermen with valid permits to carry out operations

The Ministerio de la Producción (PRODUCE) formalized the modification of catch limits and management measures for jack mackerel and bonito resources corresponding to the year 2026, with the aim of ensuring that the wealth of the Peruvian sea benefits as many artisanal fishermen as possible and that the sustainability of hydrobiological resources is preserved.

The provisions were published today in the official gazette El Peruano through Ministerial Resolutions No. 000052-2026-PRODUCE and No. 000053-2026-PRODUCE, and respond to an adaptive management model supported by scientific evidence provided by the Instituto del Mar del Perú (IMARPE). This approach seeks to avoid depletion of the resources and to enable an equitable distribution of the quota throughout the entire fishing season.

In this regard, the Vice Minister of Fisheries and Aquaculture, Jesús Barrientos, emphasized that these measures, applied with positive results in previous years, are fundamental for the proper management of an artisanal fleet that exceeds 1,700 vessels with valid permits.

“These measures do not seek to restrict fishing activity, but rather to organize access to the resource in a fair and sustainable manner. We want bonito and jack mackerel not to be exhausted in just a few weeks, but to allow the greatest possible number of artisanal fishermen to work throughout the entire season, especially protecting those with lower operational capacities,” stated the Vice Minister.

The official specified that the distribution of the quota and the departure order of vessels, according to their size and the type of fishing gear used, do not constitute arbitrary restrictions, but rather necessary management tools to prevent the resource from being concentrated in a few hands and prematurely depleted. He also explained that larger- and smaller-scale vessels face significantly different operating costs, which creates unequal market conditions; in that sense, the established regulation protects small-scale fishermen and guarantees a fair opportunity for capture and commercialization.

In the specific case of the bonito resource, a catch limit of 48,393 tons has been set for the period between January and April 2026. This volume has been segmented as follows: purse seine vessels with greater hold capacity (more than 20 up to 32.6 cubic meters) have a reserve of 18,430 tons, while smaller-scale vessels and those using passive gear, such as gillnets, have specific blocks which, together, exceed 29,000 tons.

In order to avoid the concentration of fishing effort and the early exhaustion of the quota, PRODUCE established that, during the months of March and April, only purse seine vessels that have carried out a maximum of two departures in January and February may conduct operations, thus allowing the resource to be available for those who have not yet been able to operate.

For the jack mackerel resource, the regulation establishes catch limits per fishing trip and differentiated tolerances according to hold capacity. During March and April, vessels with holds smaller than 10 cubic meters may catch up to 5 tons per trip, while those with holds of up to 32.6 cubic meters will have limits ranging between 15 and 20 tons, depending on the corresponding fortnight, always under strict sustainability criteria.

Finally, PRODUCE reminds fishermen that it is mandatory to have an onboard preservation system using ice, in a 2 to 1 ratio, in order to guarantee product quality. Likewise, additional tolerance benefits will be granted to vessels that keep their SISESAT satellite monitoring system operational, reinforcing a culture of responsible, formal, and sustainable fishing for the benefit of the thousands of families who depend on the Peruvian sea.

Ministerio de la Producción(PRODUCE)正式公布了2026年竹荚鱼和鲣鱼资源的捕捞限额及管理措施的调整,旨在确保秘鲁海洋资源惠及尽可能多的手工渔民,并维护水产资源的可持续性。

上述规定今日通过第000052-2026-PRODUCE号和第000053-2026-PRODUCE号部长决议,在官方公报El Peruano上发布,并基于Instituto del Mar del Perú提供的科学证据所支持的适应性管理模式。该方法旨在避免资源过度开发,并在整个捕捞季内实现配额的公平分配。

为避免捕捞努力过度集中及配额提前耗尽,PRODUCE规定,在3月和4月期间,仅允许在1月和2月最多出航两次的围网船开展作业,从而让尚未出航的渔民也有机会利用资源。

对于竹荚鱼资源,管理措施根据仓容设定单次作业捕捞上限及差异化容许范围。在3月和4月期间,仓容小于10立方米的船只每次航行最多可捕捞5吨,而仓容不超过32.6立方米的船只,根据相应半月期间,捕捞上限在15吨至20吨之间,均在严格的可持续标准下执行。

最后,PRODUCE提醒渔民,必须在船上配备以冰保鲜的系统,比例为2比1,以确保产品质量。此外,保持卫星监控系统SISESAT正常运行的船只将获得额外容许优惠,以加强负责任、规范和可持续的捕捞文化,造福依赖秘鲁海洋的数千个家庭。
