Capelin Season Opens in Sakhalin, Supporting Indigenous Traditions and Commercial Activity

Over 150 permits issued for the April-May fishery, with allocations for traditional indigenous fishing alongside regulated commercial harvesting.

The seasonal capelin fishery in Sakhalin has commenced in April and will continue through the end of May. The Sakhalin-Kuril Territorial Administration of the Federal Agency for Fishery has granted over 150 permits for the harvesting of this fish species.

Recognizing the importance of traditional practices, 38.9 tons of capelin have been specifically allocated for the year 2025 to support the traditional fishing activities of indigenous peoples in their customary areas of residence and economic activity.

Currently, the total catch stands at 8.6 tons. Capelin is classified as an aquatic biological resource for which a total allowable catch (TAC) is not established. Participation in the fishery is open to individuals and entities who have a valid agreement for the use of aquatic biological resources with the Sakhalin-Kuril Territorial Administration for the current calendar year, as well as those holding specific fishing permits for designated areas within the Sakhalin Region.

The Fishing Rules for the Far Eastern Fishery Basin stipulate that coastal capelin fishing is permitted using hand nets with a diameter not exceeding 0.7 meters, explicitly excluding bottom trawling.

For amateur fishing, the regulations prohibit the use of fixed, floating, and other types of nets, seines, weirs, dredges, and other specified fishing gear. Catching capelin within established fishing areas is allowed solely with the permission of the designated users of those areas. It is important to note that any violation of these legal requirements will result in administrative and criminal liability.
