Satellite Evidence Triggers Legal Case Against Chinese Fishing Vessel in Chile

Authorities investigate alleged illegal incursion into Chile's Exclusive Economic Zone using cutting-edge space technology

A legal case in Chile is poised to transform the fight against illegal fishing, after a Chinese fishing company was accused of operating unlawfully inside the country's Exclusive Economic Zone (ZEE) —with key evidence gathered from satellites in space .

According to the filing, the vessel entered Chile's ZEE in the early hours of October 1, 2025 , remaining inside for at least 47 minutes and penetrating approximately 594 meters into restricted waters—an area where foreign fishing vessels are strictly prohibited.

“This is a fairly clear case,” said Antonia Berríos , general coordinator of FIMA , who stated: “this vessel, while carrying out fishing maneuvers outside the exclusive economic zone, enters Chilean jurisdictional waters, still conducting squid fishing operations and using lighting systems designed to attract schools of fish.”

Space Technology Provides Crucial Evidence

What sets this case apart is its reliance on three independent technological systems , all pointing to the same conclusion: the vessel was actively fishing inside Chilean waters.

First, satellite imagery from NASA's VIIRS system detected high-intensity lighting systems activated on the vessel as it approached the ZEE—an established indicator of squid fishing , where powerful lights are used to attract marine species during nighttime operations.

Second, data from the vessel's Automatic Identification System (AIS) showed speeds below 1 knot while inside the zone, a pattern identified by Sernapesca as consistent with fishing activity rather than transit.

Third, the operation reportedly took place at night, aligning with the behavior of “jigging fleets” commonly active in the Southeast Pacific Ocean .

“These satellites detect the light and heat emitted by vessels, equivalent to a nighttime photograph from space,” explained illegal fishing expert Milko Schvartzman .

Possible Deliberate Breach Under Investigation

Beyond the incursion itself, investigators are examining whether the act was intentional. Records show that throughout 2025 , the same vessel operated near the maritime boundaries of Peru and Argentina , maintaining safe distances from their Exclusive Economic Zones.

This contrast suggests the crew may have had precise knowledge of maritime limits , potentially reinforcing the hypothesis of a deliberate violation.

Under Chilean law, penalties for such infractions range from 60 to 400 UTM per gross ton . Given the vessel's size of 1,531 tons , fines could reach millions of US dollars according to the NGO , in addition to the possible seizure of the catch and fishing equipment.

As proceedings move forward, the case could mark a turning point—demonstrating that even in the vast and remote ocean, illegal activities are increasingly visible and prosecutable .
