European Pelagic Quotas Drop 29% in 2026, but the Impact on the Dutch Fleet Remains Partial

Drastic reductions in mackerel (-42%) and blue whiting (-41%) catches constrain EU raw material supply, but major freezer-trawler groups diversify their operations beyond Union waters.

The main pelagic seafood quotas managed within the European Union framework suffered a 29% contraction in 2026, falling to approximately 137,000 tonnes, compared with 191,000 tonnes available for exchange the previous year, according to updated data published on July 10 by Wageningen Economic Research via the official platform Visserij in cijfers.

The adjustment in authorized volumes affects mackerel (Scomber scombrus) most severely, with its quota falling by 42%, and blue whiting (Micromesistius poutassou), with a 41% drop. Authorized catches for herring (Clupea harengus) decreased by 21%, while horse mackerel (Trachurus trachurus) recorded a more moderate decline of 2%.

This contraction reflects growing biological pressure on stocks and constrains fishing rights allocated to the Netherlands and other Member States in areas under EU jurisdiction. However, it does not equate to a symmetrical reduction in total turnover or volume operated by the major Dutch vessel-owning conglomerates.

Global Operations Outside the Community Regime

The country's leading fishing groups operate under a highly diversified international business model. Companies such as Parlevliet & Van der Plas maintain active harvesting operations for herring, mackerel, and blue whiting in the Northeast Atlantic, as well as in the fishing grounds of Morocco and Mauritania, and in international waters of the South Pacific. These fisheries are governed by bilateral agreements with coastal States, specific access licenses, and regulations from Regional Fisheries Management Organizations (RFMOs), and are therefore not automatically limited by EU quotas.

Additionally, the structure of the Pelagic Freezer-trawler Association (PFA) itself reflects this multinational dimension. The PFA brings together vessel owners and companies from the Netherlands, France, Germany, Lithuania, Poland, and the United Kingdom, meaning its catch records represent a global fleet rather than exclusively the Dutch flag.

Raw Material Market Reconfiguration

The 29% reduction directly impacts vessels and processing plants dependent on raw material originating from European waters. This scenario points to reduced availability of EU-origin fish, increased competition for catching rights, and heightened intensity in quota exchange negotiations among EU Member States.

Nevertheless, the final economic impact on Dutch groups must be evaluated on a consolidated basis. Companies holding fishing permits in West Africa, international fishing grounds, or private agreements outside the EU are positioned to mitigate the decline in European volumes by leveraging their broader geographical portfolio.

Consequently, industry analysts clarify that the Dutch pelagic fleet is not operating under an aggregate 29% reduction across its total activity, but rather that the adjustment applies strictly to fisheries regulated under EU legislation. The actual impact on major operators will depend on the proportion of catches obtained inside versus outside the European framework.
