Cambodia leverages local certification to boost seafood exports with UNIDO support

Under the strategic guidance of the CAPFISH-Capture fisheries project —an initiative co-funded by the European Union and implemented by the United Nations Industrial Development Organization (UNIDO) in coordination with the Fisheries Administration of Cambodia— the Asian nation is leveraging its local quality certification system to promote exports of its seafood products.

The widespread implementation of the Cambodia Quality Seal (CQS) is significantly enhancing the global competitiveness of local fishery enterprises, especially SMEs. This scheme acts as the engine for a profound sectoral transformation, driving the transition from traditional extensive production to a model based on standardization, industrialization, and internationalization.

According to official data from the Ministry of Agriculture, Forestry and Fisheries of Cambodia, a total of 30 local fishery producers have already obtained the CQS certification. Thanks to compliance with these food safety and traceability standards, Cambodian aquatic products —both fresh and processed— have gained smooth access to international markets such as Australia, the United States, China, New Zealand, and Vietnam. At the same time, this progress establishes a fundamental regulatory compliance foundation for the future entry of its seafood products into the demanding European Union market.

Fisheries represent one of Cambodia's vital economic pillars, playing a key role in national development. Currently, the country's fishery capacity is steadily expanding with strong growth momentum. Total fishery output projected for 2025 stands at approximately 980,000 tons, representing a year-on-year increase of 5.6%.

Within the official breakdown of national production expected for this cycle, the following sector volume figures stand out:

  • Freshwater fishery: Estimated to reach 515,000 tons, registering a year-on-year increase of 10%.

  • Aquaculture: Projected at a volume of 324,000 tons.

  • Marine fishery: Will record a contribution of 140,000 tons.

The government of Cambodia is accelerating its internationalization strategy for the seafood sector, continuously expanding exports of its agro-aquatic products. This comprehensive approach has the priority objectives of safeguarding the sustainable development of fishery resources, ensuring national food security, increasing the incomes of local producers, reducing reliance on imported seafood, alleviating extractive pressure on natural fishing grounds, and achieving an essential balance between industrial benefits and ecological protection.

欧州連合(EU)が共同出資し、カンボジア水産庁との連携のもと国際連合工業開発機関(UNIDO)が実施する水産プロジェクト「CAPFISH-Capture」の戦略的指導のもと、同アジア諸国は国内の品質認証制度を活用し、魚介類・水産物の輸出促進を測っています。

「カンボジア・クオリティ・シール(CQS)」の普及は、地元の水産企業、特に中小企業(SMEs)の国際競争力を大幅に高めています。この制度は、従来の粗放的な生産から、標準化、工業化、そして国際化に基づいたモデルへの構造転換を牽引する原動力となっています。

カンボジア農林水産省の公式データによると、すでに合計30の現地の水産製造業者がCQS認証を取得しています。これらの食品安全およびトレーサビリティ基準の遵守により、生鮮および加工品を含むカンボジアの水産物は、オーストラリア、米国、中国、ニュージーランド、ベトナムなどの国際市場へ円滑に参入しています。同時に、この進展は、規制の厳しい欧州連合(EU)市場への将来的な水産物参入に向けた、極めて重要な規制遵守の基盤を築くものです。

水産業はカンボジアの主要な経済の柱の一つであり、国家開発において不可欠な役割を果たしています。現在、同国の水産能力は力強い成長の勢いを維持しながら着実に拡大しています。2025年に予測される総水産生産量は約980,000トンに達し、前年比5.6%の増加となる見込みです。
